JOB OVERVIEW

The business official will be the lead expert for financial operations and management. This includes being responsible for efficient resource deployment and use, program accounting and financial reporting systems, and ensuring compliance with donor financial and accounting rules and regulations. The business official will be responsible for developing and implementing processes for all financial, accounting, expenditure analysis, budgeting, planning, and controlling, monitoring, and reporting for all finance operations in connection with the project. He or she will ensure effective and efficient management of project compliance, procurement, inventory, and general administration support functions and will provide accurate, complete, and timely financial information, analyses, and briefings and recommend improvements in financial procedures.

RESPONSIBILITIES

  • Establish and monitor internal controls; ensure compliance with procedures, local laws, regulations.
  • Establish and monitor all procedures for direct management of funds provided to finance activities implemented by project teams.
  • Ensure that donor and CMMB operating procedures and policies are adhered to with regard to finance, sub agreements, and consultant and other contractual documentations with third parties.
  • Support development and implementation of organizational policies and procedures. Oversee investigative procedures in cases where there is a violation of procedures, policies, rules, or regulations among project sites and partners.
  • Develop or review financial and administrative policies and procedures, including procurement, vehicle and travel, asset management, and insurance.
  • Take the lead in setting up an operational internal compliance system that will ensure a systematic approach to evaluate and improve effectiveness of risk management, internal controls, and governance processes.
  • Provide overall guidance and supervision on budget spending.
  • Manage annual audit process.

QUALIFICATIONS

  • Bachelor’s degree in accounting; accounting professional (ACCA/CIMA/ZICA) or equivalent.
  • Membership with  ZICA essential.
  • At least 10 years’ experience in finance with an NGO, with at least five years in a senior finance management position supervising accounting, budgeting, and cash and related reporting activities. Experience in accounting, tax compliance, and cash management helpful.
  • Progressive responsibility and experience in overseeing financial operations and management of large-scale, complex development activities in sub-Saharan Africa (preferably Zambia).
  • Demonstrated experience overseeing the procurement administration and financial management and reporting of a PEPFAR-funded activity.
  • Strong experience in grant formulation, approval, and implementation activities with a range of donors.
