CAREER OPPORTUNITY
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad.
The Programme “Enabling Access to Justice, Civil Society Participation and Transparency (EnACT)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and started its work in August 2021. Together with a wide range of state and non-state partners the EnACT project aims at improving the Zambian population’s access to accountable institutions, to justice and to transparent government decision-making processes.
The programme works in four areas in particular (1 )Dialogue and Civic Space (2) Accountability and Transparency (3) Access to Justice and (4) Legal Tech. The Legal Tech component of the project focuses on introducing digital tools in the legal aid sector in Zambia.
In this context, GIZ is seeking a suitable candidate for the following position:
Advisor Digitalisation (Lusaka based)
REF: GIZ_ENACT_ADIG
Main tasks and responsibilities:
- Focus on the component of Legal Tech which is a new field in the project’s work and a rather new development within the legal sector as well.
- Together with various partners including the private sector, legal aid service providers, civil society organizations and state partners, the advisor will be responsible to shape the field of Legal Tech as part of EnACT’s work over the next three years.
- If required, the advisor will also provide advice on digital aspects in the other working areas of EnACT.
In this context, the position holder fulfils the following tasks:
1) Network building and collaboration in the field of legal tech
- Creating awareness among stakeholders in the legal aid sector for the opportunities of digital solutions
- Identifying new partners and opportunities for the programme in the private sector (national and regional) and assessing potential for collaboration between private sector stakeholders and the legal sector
- Working towards a better collaboration within the entrepreneurial ecosystem and between the legal tech ecosystem and state/non-state partners by creating forums for multi-stakeholder dialogues and knowledge sharing
2) Technical Advise on digital solutions
- Together with other advisors and/or external consultants, providing technical advice to legal aid service providers with regards to the opportunities of digital tools to enhance the quality and the outreach of legal aid service provision
- Steering and quality management of short-term and long-term consultancies for the legal tech activities of EnACT
- Improving skills and opportunities for talent in the legal tech ecosystem by designing capacity development activities together with relevant stakeholders such as innovation hubs and training institutes. This can include mentoring programmes, calls for proposals and setting-up accelerator programmes
- Providing technical advice on the introduction of digital tools beyond the legal aid sector to the different non-state and state partners of the EnACT project, including the design of capacity development activities such as digital literacy trainings
3) Project and Knowledge Management
- Timely contribution of data on the progress of implementation in the areas under his/her responsibility for the Programme monitoring
- Compilation of relevant information regarding his/her areas of responsibility for the internal knowledge management as well as publications and/or visibility products
- Coordination of all activities with other Programme advisors
- Proactively initiating cooperation and coordination with GIZ programmes and cooperating partners regarding his/her areas of responsibility
Required qualifications, competences, and experience
Qualifications
Formal Education
- Minimum of a bachelor’s degree in Social Science, Business Administration or similar field. A master’s degree is an added advantage
Other Qualifications
Professional Experience
- At least 4 years of professional experience of working on digitalization/IT, innovation and/or entrepreneurship
- At least two years of experience in designing and implementing capacity development activities and trainings, work experience in a field related to IT/technology is an added advantage
- At least one year of experience in project management including network building and stakeholder relations
- Initial work experience within the areas of the project’s work and/or development cooperation
Other Knowledge, additional competences
- Fluency in English, written and oral
- Knowledge of the Zambian IT/ private sector relevant to the programmes areas of intervention
- Excellent oral and written communication skills
- Must be computer literate with good working knowledge of ICT and relevant applications for research, effective report writing and presentations (e.g., MS Office Suite especially PowerPoint, etc.)
- Good time management skills and the ability to manage multiple projects simultaneously
- Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team
- Willingness to travel within Zambia
