Job Purpose
This role will provide health informatics and analytics technical leadership and support to the project’s health management information systems for routine and survey data. This involves: providing and coordinating technical assistance and capacity building in DHIS 2, power BI, Tableau and other databases and statistical software used for MOH reporting, data analysis and data visualization; designing and developing health-related data entry and database applications; assisting program and/or design links between patient level health service delivery software and aggregate databases, or between project and national level databases; supporting analysis of large datasets; leading capacity building in health informatics and data visualization, and assisting with programming charts and other data display/visualization products, and promoting easy access to these products, and enhancing the capacity to perform custom analyses within project and MOH teams.
Academic & Educational Qualification
- Minimum of a Bachelor’s degree in a technical field such as Information Management, Data Analytics, Statistical Modelling, Informatics, Mathematics. MA or MS degree in a related field preferred; PhD degree in a related field a plus.
- More than 10 years of experience with working in a fast-paced, test-driven, collaborative, and iterative development or public health environments.
Knowledge and Experience
- More than 8 years of experience with relational databases, BI, and analytics tools, including SQL, Tableau, SASS, Palantir, or others.
- More than 6 years of experience in delivering solutions that solve complex data analytics and surveillance problems and using quantitative approaches with a blend of analytical, mathematical, and technical expertise.
- Knowledge of statistical and predictive modelling concepts or machine-learning approaches.
- Knowledge of government public health approaches to surveillance systems and data architecture.
- Ability to collaborate in a matrixed environment.

Key Result Areas (Major Duties and Responsibilities)
- Lead the team in reviewing output and outcome indicator calculations in databases, drilling down of analysis to facility level, and export/import of data and information products between different software applications, while maintaining data integrity.
- Lead the development and implementation of data quality control measures that will monitor accurate and complete capture of health program data.
- Lead the development and ensure adherence to policies that ensure the security and confidentiality of MOH identifiable health data, including adherence to relevant national and international standards.
- Develop strategies and activities to enhance health informatics use at all levels of the health system, particularly at facility level
- Provide technical and strategic leadership for project health data analytics, informatics, reporting, and knowledge management
- Lead the development and implementation of the health informatics strategy and performance management
- Lead efforts on automated data pipeline needed to effectively and timely produce health informatics for both health practice improvement, and health program performance
- Develop project health informatics system and tools need to generate health informatics products and capacity building of all relevant team members on the system
- Ensure that the site resources are organized to achieve quality clinical data capturing and collation of all patient data and relevant clinical information into site level data, including QA/QI dashboards
- Provide technical assistance to staff to support the reporting process including, validation and data integrity checks, use of data to monitor service usage and program outcomes
- Direct monitoring of project performance against the work plan and targets, utilize data to improve project implementation, and disseminate project results
- Lead the completion of all technical requirements, including tracking all program indicators and deliverables, and ensuring that all outcomes/objectives are met in accordance with project plan
- Develop data collection and evaluation methodologies, including format design, project criteria and requirements, data compilation, relevancy and usage for users including training programs
- Lead teams in the continuous analysis of data from the national repository, reports, and registers for purposes of knowledge discovery, identification of errors and the potential causes of those errors
- Documentation: Lead and oversees the development of concept notes, data reporting templates and tables, job aids, user guides and standard operating procedures. Documents best practices in health informatics and disseminates appropriately.
- Health informatics leadership and support: Communicate with, supporting, and guiding counterparts in MOH regarding their health database development, data visualization and improvement needs. Adapt existing health informatics tools and data capture systems to project-specific data collection and data dissemination needs and to ensure accessibility and usability of systems for MOH and implementing partner teams
