Background
John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five-year project which is led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, works to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counselling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Title: Senior Information Technology Manager
Position Type: Full Time

Reports to: Operations Director
Primary Responsibilities and Duties
The Senior IT Manager will report to the Operations Director. Specific responsibilities will include management and support of IT systems across the project offices:
Administrative:
- Provide direct supervision to IT activities and related staff including the IT Manager, consultants and vendors.
- Provide administrative oversight over the IT unit including team task allocation, performance monitoring and appraisals.
- Conduct comprehensive annual IT audits and subsequent bi-annual reviews.
- Support the development and reviews of IT work-plans and budgets; and ensure implementation timeliness, completeness and cost effectiveness
- Foster understanding and adoption of IT policies and procedures by all staff
- Ensure alignment of organization’s IT policies with GRZ laws and regulations. In particular keep track of and update policies to ensure compliance with latest laws such as:
- Electronic Communications and Transactions Act No. 4 of 2021 (‘the ECT Act’),
- The Data Protection Act No. 3 of 2021 (‘the Data Protection Act’),
- The Cyber Security and Cyber Crimes Act No. 2 of 2021 (‘the CSCC Act’),
- The Information and Communications Technologies Act No. 15 of 2009 (‘the ICT Act’)
- Maintain up-to-date inventory of all IT assets including hardware equipment, software, licenses and agreements and ensure easy access to all staff
- Maintain IT service contracts and associated SLAs ensuring timely payments and service quality in liaison with the procurement and finance teams
- Provide routine progress reports on all IT activities to the Operations Director
- Conduct monthly, quarterly and annual resource requirement assessments and coordinate with the Operations Director in scheduling procurements
- Maintain, and ensure compliance with the IT policies and procedures
Technical:
- Develop, maintain and test business continuity plans and procedures
- Maintain and implement a schedule for preventative maintenance of all IT equipment
- Maintain documentation of IT infrastructure involving LAN, WAN, servers, Internet and cloud services.
- Monitor and ensure operational effectiveness of IT infrastructure and associated information systems
Support implementation and maintenance of relevant health information systems and management support systems - Liaise with JSI HQ IT team in the implementation and support of IT systems such as google workspace, slack, zoom, replicon and finance/accounting management systems.
Perform other duties as assigned
Qualifications:
- A Master’s Degree in Information Technology, or related field from a recognized University with at least 15 years post qualification work experience
- Certifications in CISCO / Microsoft /CompTIA A+/CompTIA Network+/PMP are an added advantage
- The candidate should have verifiable hands-on technical skills in key areas of responsibility
- At least 15 years of relevant work experience with traceable references.
- At least 15 years’ experience in IT Systems Administration, Networking and user support
- Candidate should demonstrate ability to manage IT projects, supervise and mentor IT personnel.
- Candidate should be pro-active and able to equitably allocate tasks to team members; monitor and appraise activities on a regular basis.
- S/he should also be able to provide timely updates on progress of tasks to the supervisor, project staff and management.
- Strong client oriented service inclination, project management and exemplary interpersonal skills.
- Excellent written and verbal communication and presentation skills in English.
- Strong initiative and self-motivation required, with a commitment to teamwork.
Desirable Attributes:
- Experience supervising skilled IT teams and projects
- Ability to work under pressure and achieve required results
- Experience in with setup and administration of data servers including disaster recovery and performance tuning
- Experience in setting-up cooperate network infrastructure including cloud, WAN and LAN configuration with knowledge of security and monitoring systems
