POSITION: CONSTRUCTION MANAGER – (1) NDOLA- FULL TIME
The position will be reporting to Vice President Administration and Supply Chain
JOB PURPOSE
Healthy Learners supports the construction of school based health centers (e.g. Health Rooms) at partner government schools. Healthy Learners is looking for a highly motivated Construction Manager to oversee construction activities from concept to completion and hand over to the partner entities. Reporting to the Vice President- Administration and Supply Chain Management, his/her primary responsibilities include planning, directing, coordinating, and budgeting activities related to construction and maintenance of Healthy Learners structures and systems. S/he will participate in the conceptual development of construction projects and oversees its organization, estimating, scheduling, and implementation. This is a hands on position that requires regular travel to project sites.
KEY RESPONSIBILITIES
Construction oversight and management
- Provide strong leadership and supervision to project teams (Construction Officers, and subcontractors)
- Oversee multiple construction projects across different locations; ensure projects are complete on time, with high quality, and within budget.
- Develop and manage construction schedules in collaboration with field leadership
- Prepare contingency plans to prevent foreseeable problems and resolve and mitigate risks.
- Review material requisitions and make recommendations for approval and delivery to each site.
- Review consolidated payments and make recommendations for approvals and payment for all contractors.
- Ensure effective and efficient use of materials and organizational resources across project sites.
- Identify opportunities to improve efficiency, reduce costs, and improve quality of construction projects.
- Ensure adherence with all building and safety regulations and best practices.
- Work with the Construction Coordinator to develop and implement quality assurance and quality control procedures; ensure adherence with set standards, specifications and organizational best practices
- Create, update & maintain the project submission log and all other project-specific quality control reports
- Prepare and review budgets, variance reports, and other project financials and projections.
- Review building drawings and submittals for conformance with project specifications.
Construction coordination and stakeholder engagement
- Ensure appropriate permits or approvals are obtained prior to commencement of construction at each site.
- Oversee the preparation and signing of memorandums of understanding with various stakeholders.
- Provide guidance to ensure that stakeholders and contractors meet their contractual obligations.
- Work with the Procurement Team on contract negotiations.
- Oversee the coordination of stakeholder timely payments.
- Support Construction Officers and Builders to establish and maintain strong and effective relationships with all partners and external stakeholders.
- Support the coordination of all high-level construction site visits.
Construction unit supervision and oversight
- Supervise the construction team to ensure that all work plans are prepared and well executed.
- Ensure all construction teams communicate effectively both internal and external communication.
- Establish departmental goals and KPIs; review and evaluate the performance of all members of the team.
- Ensure all construction functions follow standard practices, laws, and construction policies and procedures.
- Ensure that all program construction works are systematically monitored, tracked, and consolidated with regular progress reports.
- Timely Prepare internal and external reports of all construction work status (Includes monthly, quarterly)
- Establish cordial working relationships with internal and external stakeholders.
KEY QUALIFICATIONS, SKILLS AND COMPETENCES
- BS degree in construction management, architecture, engineering, or related field
- Minimum 8 years of relevant experience with increasing levels of responsibility.
- A Master’s degree in any of the relevant fields above is an added advantage
- Membership of a construction engineering accreditation body in Zambia –i.e. ZIA, EIZ.
- Have a valid driver’s license.
- Excellent project management skills.
- Strong analytical skills with the ability to make independent judgments and decisions
- Proficient knowledge and experience in construction management processes and methodology.
- Expert knowledge of building products, construction details, relevant rules, regulations, and quality standards
- Proven track record of utilizing construction management software packages
- Excellent Leadership and organizational skills.
- Good interpersonal skills and the ability to work with technical and non-technical personnel.
- Good communication and interpersonal skills with ability to clearly and effectively deliver feedback.
- Ability to work under pressure with good attention to detail.
- Working knowledge of administrative roles and responsibilities
- Well organized and consistent in setting priorities and meeting realistic deadlines
