The USAID/Empowered Children and Adolescent Program I (USAID/ECAP I) works to mitigate against the impact of HIV and improve the health and well-being of Vulnerable Children and Adolescents (VCA) through the delivery of high-impact, evidence-based, and age-appropriate interventions with a family-centered, customized approach for each VCA sub-population. The activity is being implemented by the Catholic Medical Mission Board Zambia (CMMB-Z) in partnership with Pact Zambia, Grassroots Soccer (GRS), and the Catholic Medical Mission Board Inc.

About the Project

CMMB Zambia has been implementing a USAID project, Empowered Children and Adolescents Program I (USAID/ECAP I) since September 30, 2020. The project will continue and is scheduled to end on September 29, 2025.

USAID/ECAP I seeks to improve the social and health outcomes of vulnerable households in the high HIV burden districts of Chingola, Kitwe, Luanshya, Ndola, and Mufulira in Copperbelt province and Solwezi district in North-Western province in close collaboration with the Government of the Republic of Zambia (GRZ).

USAID/ECAP I is inviting applications from suitably qualified individuals with relevant experience for the following position aimed at contributing to the strategic vision of the USAID/ECAP I.

Job Title: Deputy Chief of Party

Location: Mansa

Reporting to: Chief of Party-USAID/ECAP I

Job Overview

The Deputy Chief of Party (DCOP) will support the USAID/ECAP I Chief of Party (COP) to provide overall technical and operational leadership of the project in collaboration with all major stakeholders. The DCOP, in collaboration with the COP will oversee project’s activities implementation, management, and monitoring, including program quality, personnel, and financial management. The DCOP will supervise and provide oversight to the local sub partners (Grassroot Soccer and Pact Zambia) on different project’s activities.

The DCOP will also ensure that the project works closely with other stakeholders including government and clinical partners at provincial, district and health/community levels. The DCOP will work closely with the COP to ensure that all project interventions are of high quality and lead to measurable impact.

Key Roles and Responsibilities

Planning and Reporting:

  • Support the COP in providing leadership to the project team,
  • Ensure that technical strategies are operationalised and implemented in line with CMMB and donor requirements.
  • Produce effective written periodic reports and oral presentations on the program that meet donor requirements.
  • Organise and participate in monitoring project activities at all levels.
  • Ensure that all monitoring reports are documented.
  • Communicate to ECAP I Partners their safeguarding duties and responsibilities, and work with the various teams to see that these are effectively implemented
  • Plans, directs, and coordinates activities to ensure that goals and objectives of the project are accomplished within prescribed time frame and funding parameters

Programs and technical Support

  • Lead in the development of the various technical strategies such as project standard operation procedures and implementing strategies for each of the four project domains
  • Provide technical support in the implementation of all project activities by CMMB and the local sub partners.
  • Provide technical and programmatic oversight, strategic direction and ensure appropriate support for the implementation of program activities to both CMMB and the consortium partners.

Human Resources

  • Support the CoP in the recruitment of the of all project staff.
  • Work with CMMB-Z Safeguarding Lead to ensure that safeguarding and Prevention of Sexual Exploitation and Abuse policies are accessible and shared with all Partners and volunteers and ensure that they are adhered to at all times
  • Conduct training needs assessment for staff and develop appropriate trainings to meet the required technical skills of staff.
  • Conduct capacity building trainings for all project staff and partners in collaboration with GRZ departments.
  • Support project compliance with safe recruitment procedures in line with relevant procurement, human resources and safeguarding policies
  • Motivate staff by creating a fair and open work environment in which they can realise their potential for growth, expanded managerial and technical capacities, and satisfaction with their work.

Budget and Resource Management

  • Work closely with the finance team to ensure timely and effective spending of program budget within approved spending levels.
  • Ensure that Sub-Partners grant/project expenses are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations.
  • Support the COP to Oversee property and equipment acquisition, disposition, and management in compliance with CMMB-Z internal procedures and donor requirements

Subgrants Supervision and Stakeholder/Donor engagement

  • Support the sub partners in the development of project plans and budgets and support the execution of planned activities.
  • Support sub partners in ensuring timely program implementation and reporting.

Qualifications and Experience

  • Masters degree in Public Health, Social work, Project Management, or related field is required.
  • At least 10 years work experience
  • Previous experience in a similar capacity is highly desirable
