Head of Project – Resolution to Revolution(R2R)

Resolution to Revolution Project

WaterAid Zambia is currently implementing a 3-year programme entitled Resolution to Revolution (R2R): Creating a New Reality for WASH in Health Care Facilities in Zambia funded by US-based donor Helmsley Charity Trust.   This is a phase III follow up programme to the previous phase II focused on improving WASH in Schools and Healthcare Facilities in Zambia which ran for 3 years (2017-2020). The R2R programme has a total budget of US$ 6.9 Million and is expected to reach a total target of 750,000 users including men, women and young girls. The project is currently being implemented in Southern Province (Monze and Kazungula districts) and Western province (Mwandi and Sesheke districts).The goal of the R2R programme is to contribute to improved quality of healthcare, targeting maternal and child health services, and reduce hygiene-related diseases through improved access to WASH in healthcare facilities by 2023.The programme has anchored its approaches on collaboration with government institutions such as Ministry of Health, local partners, US based donor member and community structures at all levels to deliver sustainable and inclusive WASH services in HCFs.

Key Responsibilities

1. Provide strategic leadership, supervision and managerial support to the R2R programme teams to deliver on their planned programme activities and milestones, ensuring that delivery is within schedule, quality is achieved, and sustainability aspects are embedded throughout the project  implementation.

2. Provide guidance and support to programme staff to plan and deliver successful R2R programme through appropriate use of WaterAid’s policies, programme quality standards, frameworks and best practice

3. Identify and address capacity gaps in R2R programme to ensure effective programme delivery

4. Ensure accountability and support the team to ensure sound financial management including budget management and monitoring budget expenditure against programme delivery for the grant.

5. Quickly and accurately process and interpret information, manage risks and proactively resolve problems and make critical decisions to ensure delivery activities as planned.

6. Support the programme team to ensure that management and coordination of programmes and policy components coherent and that inter-independence and ways of working is improved to ensure efficiency and effectiveness with regards to planning, implementation, coordination and learning aspects of the programme

7. Work with programmes team to ensure high quality of planning, implementation and monitoring is ensured as well as documentation & dissemination of learning throughout the project period

8. Ensure effective partnership management including conducting regular partner monitoring visits and producing monitoring reports to the CD and taking forward any issues identified with respective partners

9. Ensure effective quality assurance and the overall integrity of the programme – focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with infrastructure planning and development and technical standards.

10. Lead in an inclusive and inspiring manner, articulating a clear vision and  plan for the project, engaging and motivating others to collaborate, deliver the strategy and embrace change.

11. Plan and proactively manage available R2R resources and budgets, use resources effectively, ensure efficiency and deliver value for money.

12. Ensure that any contractual requirements related to R2R programme are fully being met by all involved, effectively monitored and evaluated, and that appropriate plans are in place to deal with any challenges that may arise during their implementation;

Essential Experience and Skills

  • A Masters’ Degree in Development Planning or Development Studies or civil engineering, water and sanitation, or Public/Environmental Healthfrom a recognized University.
  • Minimum ten (10) years professional experience and at least five (5) in a senior programme management programme position in reputed international or national non-governmental organization NGO/Development Sector.
  • Significant experience and skills in the design, planning and management of complex development projects, including strong leadership and financial management skills
  • In-depth understanding of national and international development issues, including experience working with key WASH sector donors
  • Significant experience in setting up, developing and managing large and complex development programmes for similar organisations like WaterAid.
  • Demonstrate a strong understanding of water, sanitation and hygiene                 development issues and approaches.
  • Sound understanding of managing grant funded programmes (such as USAID, EC, DFID, foundations and others).
  • Experience of development and management of teams and partner organisations
  • Excellent people and team work skills including developing and mentoring  staff.
  • A highly motivated self-starter with proven ability to work flexibly.
    Desirable
  • Experience or understanding of working in complex matrix management structures in a global organisation.
  • Qualification in project management, PMDPro or equivalent
  • Strong written communication and analytical skills, including experience in writing project reports and strong presentation skills
  • Strong interpersonal skills, ability to build and maintain good working relationships with a variety of colleagues and stakeholders
  • Good planning & organisational skills, including effective time                               management  and priority setting.
  • Good basic budget and financial management skills. Able to understand  and  review financial information & reports.
