Human Resources Manager Chemonics International

Chemonics seeks a human resources (HR) manager for the USAID Zambia Program for Advancing Supply Chain Outcomes (PASCO) Activity. The project is a commodity distribution program that aims to create sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities by strengthening capacity for transportation and distribution systems in consultation with the Zambia Medicines and Medical Supplies Agency (ZAMMSA). The HR manager will be responsible for overseeing and executing all human resource functions for the PASCO project office such as full-cycle recruitment, new hire onboarding, personnel administration, HR policy administration, and ensuring HR practices comply with the laws of Zambia, USAID regulations, and Chemonics policies. Responsibilities include:

  • Oversee and manage the full cycle recruitment process in compliance with established procedures and regulations including but not limited to the creation of job descriptions and interview questions, shortlisting and pre-screening candidates, conducting reference checks, and negotiating offers of employment to ensure timely engagement of the right technical and personal abilities to help further the project’s mission.
  • Provide human resource support to the PASCO project office while partnering with other PASCO departments to understand core business needs with regards to human resources.
  • Confirm all new hire paperwork is submitted and personnel files are complete and compliant with Chemonics policy, local labor laws, and USAID regulations.
  • Ensure new hires are adequately onboarded to the project and trained on relevant Chemonics policies to help newly engaged staff members perform the job to the best of their ability and are assimilated into Chemonics culture.
  • Maintain accurate timesheet records and ensure all timesheets are submitted on time with the correct approval.
  • Support the review of payroll administration by ensuring that all inputs are captured accurately to warrant the processing of payroll.
  • Ensure personnel and recruitment files are securely maintained according to Chemonics policy to maintain confidentiality and the safety of HR data.
  • Work closely with assigned supervisor on communication to staff whilst complying with the local labor laws to ensure a positive and thriving work environment for all staff.
  • Manage and administer benefits according to appropriate plans and Zambian labor law, bring any requirement changes or suggestions for improvement to Operations Director or assigned managers attention to enhance staff retention strategies.
  • Assist in management of employee benefits, such as Medical, GLA and GPA insurances, by liaising with companies providing such benefits as needed to ensure improved and uncompromised quality services.
  • Ensure project compliance with local labor laws by conducting regular audits. Maintain a deep understanding of Zambian labor law, especially any updates that are made to it, and HR best practices and processes to meet the evolving needs of the project as well as fostering harmony in the organization.
  • Advise on disciplinary process ensuring all actions taken comply with local labor laws and Chemonics policies, and coordinate with the appropriate Chemonics Washington Office department if necessary to ensure the compliant, equitable, and fair application of Chemonics policies.
  • Manage and provide guidance to supervisors on the annual performance assessment process and ensure procedures are communicated and followed so that employees perform to the organization’s expectations.
  • Work with employees and supervisors to prevent and/or resolve employee relations issues in coordination with Chemonics Global HR and Office of Business Conduct (OBC). Investigate allegations of wrongdoing, i.e: sexual harassment, harassment, fraud to provide a conducive environment for all staff.
  • Ensure employee manual is up to date, communicating changes when applicable to keep staff abreast with the relevant information.
  • Ensure all HR management practices conform to the project’s and Chemonics’ policies, best practices, USAID rules and regulations, and the local labor laws to confirm that decision made are from an informed perspective.
  • Other duties as assigned by the supervisor of record.

Qualifications:

  • Bachelor’s degree in related field required; master’s degree preferred.
  • Minimum 8 years of experience in human resources; experience working for USAID-funded projects in Zambia highly preferred.
  • Must be a current member of the Zambia Institute of Human Resource Management (ZIHRM).
  • Deep understanding of Zambian labor laws, personnel benefits and taxes required; ability to interpret local labor laws, previous experience interacting with labor counsel preferred.
  • Ability to exercise confidentiality and high levels of professionalism.
  • Excellent interpersonal and communications skills.
  • Demonstrated leadership, versatility, and integrity.
  • Fluency in written and spoken English required.
