PATH’s Center of Digital and Data Excellence (CoDE) partners with public institutions, businesses, grassroots groups, global leaders, investors, and others to solve the world’s most pressing health challenges through digital transformation. PATH’s CoDE was recently awarded a four-year, multi-country subcontract from Peraton to the CDC Data Modernization Initiative by supporting pandemic preparedness and response through improved public health data systems, processes, and workforce development. Specifically, PATH will execute the following in Kenya, Uganda, Sierra Leone, and Zambia:
Conduct landscape assessments of country health information systems (HIS), including country stakeholder, use case, infrastructure, enterprise architecture, business needs, and disease specific analyses.
In partnership with country leadership, assist in the development of data; modernization plans, architectures, and roadmaps tailored to country needs and project objectives; and
Provide technical assistance (digital health and data science support) to CDC country offices, country Ministries of Health (MOH), and 3rdparty vendors or Implementing Partners in their efforts to implement HIS modernization plans.
PATH is currently recruiting for a RPM/Project Director for this project. The RPM is institutionally responsible for the project and its execution to PATH, to the project’s prime contractor, and to the donor.
Responsibilities:
Oversee all activities under PATH’s subcontract under the Data Modernization Initiative in Uganda, Kenya, Sierra Leone, and Zambia, including managing and supporting an integrated team to coordinate project work across countries and staff.
Help plan and direct project activities to ensure that goals, objectives and all elements of the project are accomplished within the prescribed time frame and funding parameters.
Facilitate development of strategy, translation of strategy into action plans, resolution of issues, and communication of project information.
Ensure close government involvement in and ownership of the project.
Represent PATH work among stakeholders.
Identify gaps, challenges and set benchmarks to ensure effective project implementation, communication, monitoring and reporting.
Contribute to preparation of project reports, and presents briefings on proposed and ongoing activities.
Represent the project in international forums, conferences and committees related to project’s core mission.
Work closely with PATH team members, the prime contractor and the donor to communicate challenges, bottlenecks, solutions and successes and generate required reports and other deliverables as needed.
Ensure compliance with subcontract with Peraton including donor, legal, financial, and regulatory agency compliance.
Ensure expenses of all types approved to the project are allowable, reasonable, and allocable.
Required Experience
Masters’ degree in public health, digital health, health informatics, or any other related field.
Minimum of 10 years relevant work experience in health-related projects, preferably community health and/or community case management malaria programs with a digital health focus, including minimum 5 years in senior project leadership roles.
Experience working with digital health systems. Understanding of the process of design, development and roll out of digital health tools and systems and health information systems architecture perferred.
A proven track record of building, sustaining and coordinating effective partnerships with national, regional and district government at senior levels, donors, partners, and relevant project stakeholders.
Demonstrated experience as a senior project manager overseeing teams composed of diverse professional staff and working with regional and international teams in-person and virtually.
Strong track record of managing milestone-based projects to achieve strong results within budget and time constraints.
Comfortable managing in a flexible and changing environment.
Experienced motivator of teams, able to support the “human side” of implementations, including fostering an environment supportive of large-scale behavior changes.
Excellent oral and written communication English required.
Willingness and ability to travel up to 25 percent of the time.
Preferred skills and experience:
Managing CDC funded contracts, leveraging knowledge of CDC processes, contracting, rules and regulations.
Substantial experience in and knowledge of the health sector in Uganda, Kenya, Sierra Leone, and/or Zambia.
