THE United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Republic of Zambia acting through its Government (The “Government”) entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Zambia on 10th May, 2012 (The “Compact”)
in the amount of Three Hundred and Fifty Four Million Seven Hundred and Fifty Seven Thousand Six Hundred and Forty United States Dollars (US$ 354,757,640) (“MCC Funding”). The Millennium Challenge Account Zambia Limited (“MCA-Zambia”) was designated as the accountable entity for purposes of implementation of the Lusaka Water Supply, Sanitation and Drainage Project.
The Compact expired on 15th November 2018 (“Compact End Date”). The Government, in accordance with its obligations under the Compact, designated Millennium Project Completion Agency-Zambia Limited (MPCAZambia), a subsidiary of MCA-Zambia, as an additional accountable entity for purposes of implementation of any activities that would be incomplete by the Compact End
Date, such activities to be funded by the Government (“Government Funding”) and together with “MCC Funding”, “Compact Funding”.
In December 2021, the Millennium Challenge Corporation (MCC) selected Zambia as eligible to
develop a second Millennium Challenge Compact (“the Compact”), a five-year grant Programme. In February 2022, the Government of the Republic of Zambia (GRZ) designated MPCA-Zambia as the entity to spearhead the development of Compact II and related activities, working closely with MCC and other stakeholders. The activities include conducting a diagnosis of the constraints to economic growth and poverty reduction, preparing concept notes, developing proposals and planning for
project implementation.
MPCA-Zambia now invites suitably qualified individuals to apply for the following positions:
INFRASTRUCTURE DIRECTOR- ROADS & RELATED INFRASTRUCTURE
Reports to: National Coordinator
JOB PURPOSE
To contribute to compact development by planning, managing, and carrying out roads and related
infrastructure design, construction, and supervision of consultants/contractors, help in identification and development of initial concepts and project proposals, working in close collaboration with other members of the Compact Development Team to ensure that impediments to the advancement of the agricultural sector are alleviated.
KEY RESPONSIBILITIES
- Defines, develops, and evaluates potential infrastructure projects to support an agriculture growth path that may be targeted to certain crops, Agroprocessing activities, logistics and transportation, and potential export in one or more districts.
- Coordinates procurement activities related to infrastructure planning, design and construction
works with an Interim Procurement Agent retained by MCC. - Supervises the design, review and development of the preliminary infrastructure plans and preliminary design plans, specifications and estimated costs, tender documents necessary for the contracts of improvement, expansion, rehabilitation and/or new construction of various road segments.
- Supervises various technical studies (i.e., geotechnical, Right-of-Way, etc.) that may be required in relation to the road development projects during the planning, design, and construction phases.
- Coordinates thedevelopmentofTerms-ofReferences, Expressions-of-Interests, Prequalification, Requestfor-Proposals, evaluation of the proposals, preparation of Technical Evaluation Reports, the selection, the negotiation, award and mobilization of the Program/Project Manager, Construction Supervision and of the works contractors of the Roads and related infrastructure Project.
- Directs the support staff working on the roads and related infrastructure project as well as work closely with other professional staff i.e. Environmental and Social Performance and other Directors within MPCA-Zambia.
- Reviews plans for and reports prepared by potential implementing entities, consultants retained by the Government of Zambia, including entities responsible for the project management, engineering design and supervision of construction.
- Develops the quarterly progress reports based on the field visits as well as the information provided by the implementing entities, the consultants in charge of the engineering design, consultants in charge of the supervision of construction, works contractors and the Fiscal Agent, and others.
- In collaboration with the Project Manager, construction supervision consultants, works contractors, and other specialized firms periodically review, project schedule, cost, and quality assurance/control activities as necessary.
- Examines, reviews, comments on and approves all the designs and other related studies.
- Serves as point of contact for the communications between the implementing entities in connection with the potential Infrastructure for Agriculture Project and MPCA-Zambia or its predecessor entity.
- Works with consultants, when appropriate, to oversee consultant designed construction projects and evaluates consultant generated plans and specifications to ensure the constructability of the proposed projects.
- Manages, monitors, and evaluates the implementation plan in terms of progress compared to the baseline physical and financial milestone.
- Approves the requests of withdrawals subjected by the implementing entities, the consultants or the contractors.
- Reviews and approves the recommendations of the implementing entities or the contractors for the final reception of the goods, work or the services and for the corresponding end of a contract.
- Together with the Director in Charge of the Evaluation of the Environmental and Social Impact, ensures a meticulous coordination between the parties and implementation of the Environmental Management Plan.
- Determines the requirements for additional expertise, by identifying the possible sources of these needs and to assist the National Coordinator in their recruitment.
- Assists the Director of Procurement with the technical aspects of the process of technical procurements including ensuring requisite competition are correctly carried out.
- Ensures a constant and transparent communication and dialogue on the Program with the various parties.
- Submits information systematically on the progress of the project to the personnel of Monitoring and Evaluation.
- Carries out all other tasks and responsibilities required by the National Coordinator.
QUALIFICATIONS AND EXPERIENCE
- Grade 12 School Certificate with a minimum of five (5) ‘O’ levels (credit or better)
- Bachelor’s Degree in Civil Engineering or related field
- A master’s degree in a relevant technical field will be an added advantage
- At least Eight (8) years of experience in the planning, design of roads and related infrastructure,
construction supervision, and overall management of transportation infrastructure projects - Working knowledge of relevant industry specifications and policies (SATCC, National Road Policy, and related construction Regulations)
- Member of the Engineering Institution of Zambia, Registered with Engineers Registration Board of Zambia, with current practicing certificate.
- Past experience implementing donor-funded capital investment projects.
- Thorough knowledge of engineering management, construction processes and technical design.
- Experience with the General FIDIC (International Federation of the Consulting engineers) conditions of contract and the influence of the Particular Conditions of the contracts.
- Experience in applying relevant legislative, statutory and industry standards in relation to civil engineering design.
- Knowledge on the existing road system in Zambia including road development, construction, operations and maintenance of the national road system.
- Readiness to undertake regular field visits and to dialogue with the various sector actors.
- Competency in data processing (MS EXCEL, word processing, presentation software, CAD and project management software applications)
