We are looking for a Team Leader for the Zambian Technical Assistance to the Land Governance Support Project (LGSP); EU funded, 4 years.
160 days annually; being based in Lusaka; but about 30% of your time is free to be out of country, on other engagements.
Its a small project, only 2 long term and some short term experts required over the years.
Responsibilities
Main task: being the Principal Advisor to the MLNR on this project.
S/he will be responsible for providing the government counterparts with technical advice and support on all matters pertaining to the implementation of this project.
S/he will be responsible for the day-to-day management of the project: planning, coordination, ensuring high standards, smooth running and timely implementation of the project. In addition, the expert will be responsible for coordination with the main stakeholders.
Qualifications
- A Master’s Degree – or equivalent – in: Land related discipline, such as Land Administration, Land Law, Land Surveying or Land Use Planning; Geoinformation/Geomatics; Development Economics/Planning; Environmental Management; Agriculture.
- Proficiency in English
- At least 10 years of experience in: land administration, land registration, land legislation, land policy formulation (any or combination).
- Proven, successful experience as team leader/ project manager in the public or private sector and/or cooperating partners’ funded projects
- At least 3 years of experience in implementing and/or supporting land governance projects
- Proven experience in providing Technical Assistance (TA), including analytical support in the field of land administration
- Proven experience in legal, institutional and policy development, related to land management and governance
- Experience in Sub Saharan African Countries, or in a dual land administration system
