Job Purpose
The Examiner is responsible for offsite analysis of the condition and performance of the Financial Services Providers (FSP) and participates in the onsite examination of FSPs. The Examiner is the main point of contact for each assigned FSP. The Examiner is responsible for maintaining up-to-date institutional overviews of assigned FSPs.
Main Accountabilities
• Review and analyse prudential returns submitted weekly, monthly, quarterly and annually by Financial Service Providers (FSPs) to ensure that designated FSPs continue to operate in a safe and sound manner;
• Follow up with Management of FSPs on any issues of non-compliance with laws and regulations;
• Prepare weekly, monthly and quarterly off-site analysis reports for assigned FSPs and make timely recommendations for resolution of supervisory concerns;
• Review and analyse the quarterly financial statements, effective annual interest rates and bank charges for designated FSPs and recommend them for publication;
• Provide inputs to the monthly, quarterly and annual industry reports;
• Review applications from FSPs e.g. large credit exposures, foreign exchange exposures etc and initiate recommendations to management.
• Review and analyse financial and non-financial information of FSPs in order to develop risk matrices and institutional overviews of assigned FSPs;
• Conduct onsite validation of prudential returns by analysing balance sheets, operating income statements to confirm institution assets and liabilities of assigned FSPs to ensure accuracy and compliance with regulations, guidelines and directives issued under the Banking and Financial Services Act (BFSA).
• Review and analyse information of the assigned areas of an FSP in line with the examination scope with the purpose of establishing the extent of the FSP’s risks, risk management systems, financial performance and condition;
• Examine the FSP’s implementation of supervisory directives and recommendations and monitor the changes in the risk profile of the FSP;
• Conduct risk assessment including credit, market, liquidity, operational and strategic risks in order to determine the overall risk profile of the assigned banks and determine their financial condition in line with benchmark financial soundness indicators; and
• Undertake any other tasks as assigned including participating in any departmental projects to improve supervisory & regulatory processes.
Qualifications and Experience
• BA/BSc in Accounting, Business Administration, Economics, Finance or equivalent
• Grade 12 School Certificate with five (5) ‘O’ Levels (credit or better)
• MA/MSc in Accounting, Business Administration, Economics, Finance or equivalent plus ACCA/CIMA/CIOB/CFA or equivalent will be an added advantage
• Minimum number of years of experience is 3 years of working in a commercial banking, auditing firm or any related professional environment.
