Summary: The M/E Officer will be responsible for ensuring data measuring use and impact of Lubuto Libraries, and special data required for grants, is collected and accurately entered into our databases in a timely fashion. Additionally, the M/E Officer will work with management to identify impacts, analyze data and provide periodic reports to management, track targets, and create data reports for funders.

Lubuto Library Partners’ mission is to demonstrate how a locally-owned network of dynamic, free libraries for African children and youth can enable them to develop the knowledge and skills to connect with their culture and community and participate fully in society.  Lubuto provides a framework for libraries serving young people in sub-Saharan Africa, exemplifying public libraries’ unique ability to include children and youth who are highly vulnerable and not in school.  Lubuto libraries support the rights of all young people to equitable education and free expression in safe, accessible and supportive environments.

Lubuto libraries serve as safe havens for all children and include all three components needed for successful public libraries:

  • comprehensive, balanced collections of highest quality children’s books, technology resources and other educational and enrichment materials
  • dynamic programming offering education, psychosocial support and self-expression through reading, music, art, drama, technology, mentoring and other activities
  • ongoing, targeted outreach that brings young people into their library and brings library services to them

Three Lubuto libraries are owned and operated by faith-based organizations whose mission and values align with ours.  Supporting those libraries are two model libraries that train librarians and teachers:

  • The Lubuto Model Urban Library in Lusaka, situated on grounds provided by Zambia’s Ministry of Education. Over years, this library has had an average of 2,500 visits per week.
  • The Mumuni Model Rural Library in Zambia’s Southern Province, located on land provided by traditional authorities.

Lubuto partners with local and international rights organizations to advocate for the universal rights of young people.  Sustainability has been central to all aspects of Lubuto’s work since inception, guided by continuous monitoring, evaluation and learning from our evolving children and youth libraries and the communities they serve. More than 180,000 children and youth have visited Lubuto libraries nearly two million times in disadvantaged communities in Zambia.  More information about us can be found at Lubuto.org.

Key Responsibilities:

  • Work with management to broadly evaluate the impact of the Lubuto Model on individual, group, community, and national levels using a mixture of quantitative and qualitative methods;
  • Ensure that M&E tools are well understood by other program staff through training;
  • Work with management and program staff in streamlining the assessment process for existing programs and the overall library service;
  • Work with the management team, to develop M&E tools and data collection procedures to effectively track and evaluate programs and projects;
  • Provide relevant data summaries to management, while suggesting ways that immediate action can be taken to improve services;
  • Supervise accurate collection and timely entry of data into LLP databases;
  • Collect qualitative data through interviews, focus groups, and observation, and provide qualitative input for external communications, e.g. newsletter and blog;
  • Support donor reporting, drawing from the M&E system for overall program results as well as for specific projects;
  • Support Program Manager to undertake field monitoring missions;
  • Work with LLP team to develop publicity materials;
  • Support administrative tasks as assigned by management;
  • Support the organization of special events, e.g. community awareness-raising, workshops, etc.

Qualifications:

  • Bachelor of Science or Bachelor of Arts in the Social Sciences
  • Economics or statistics training is highly desirable
  • Monitoring and evaluation experience is highly desirable

  • Displays a positive attitude, shows concern for people and community, and demonstrates presence, self-confidence, common sense and good listening ability.
  • Cares deeply about advancing the educational status and rights of young people in substantially disadvantaged communities.
  • Previous work experience with vulnerable children and youth is highly desirable
  • Previous work in the educational sector is desirable

Position Location:

  • The M&E Officer will work out of LLP’s Lusaka office, with regular trips to libraries to monitor data collection, design processes and train staff.
