Project summary

The USAID-funded Controlling HIV Epidemic for Key and Underserved Populations (CHEKUP) I project supports the Government of the Republic of Zambia (GRZ) to reduce new HIV infections among key and priority populations in nine (9) districts of Zambia – Livingstone, Lusaka, Ndola, Kitwe, Chingola, Mufulira, Luanshya, Chililabombwe, and Solwezi – through increased adoption of high impact HIV prevention services and protective behaviors, and referral for treatment and other high-impact clinical services.

Job summary

Reports to Chief of Party. The incumbent will support the COP to provide technical, strategic, financial, programmatic, operational and administrative oversight of the USAID/CHEKUP I project.

Main duties

  • Serves as a member of the USAID/CHEKUP I project Senior Management Team (SMT) and assist the COP in providing the overall vision and technical, strategic, and programmatic direction, as well as in ensuring that project deliverables are met.
  • Work with the COP and SMT to co-design annual work plans as well as partner and staff scopes of work, ensuring alignment with the overall Activity Theory of Change and Objectives
  • Provides technical leadership and expert advice to the COP and project team on strategies to support government, civil society and community partners to more effectively plan and deliver HIV prevention interventions for key and priority populations.
  • Assists the COP to oversee technical assistance and capacity building to local partners for delivery of community-based HIV prevention interventions, strengthening of local referral systems, and overall achievement of USAID/CHEKUP I objectives and targets.
  • Assists in supervising and coordinating USAID/CHEKUP I sub-partners.
  • Works with the COP, HIV Technical Director – key populations, and HIV Technical Director – priority populations, to ensure that all project deliverables are met in a high quality and timely fashion.
  • Works with the Human Resource Department (HRD) on all human resource aspects of the project, including recruitment, performance appraisals, and training of project staff.
  • Works with the Facilities department to ensure that all project site offices – DREAMS centers, key population wellness centers, and district offices – are in functional condition, and branded in line with donor requirements and ensure management and maintenance of project assets in line with organizational policies.
  • Liaises with the Facilities department to ensure management and maintenance of project assets in line with organizational policies.
  • Works with Procurement department to ensure that all project equipment and materials are procured in a timely fashion.
  • Oversees effective management and review of project expenses to ensure adherence to project budget.
  • Assists the COP to ensure project compliance with U.S. government and CIDRZ financial regulations and guidelines.
  • Liaises with the Information Technology (IT) department to ensure equipment maintenance and management according to CIDRZ IT maintenance and operational policies and procedures.
  • Represents the project with the donor, the Zambian government, and national policy actors.
  • Establishes and and maintain positive relations with collaborating partners, Zambian government, and civil society organizations.
  • Fosters open and transparent communication between all sub-contractors and partners

Qualifications

  • Master’s degree in public health, Social Sciences, business, management, or a related field.
  • Demonstrated experience with gender and social inclusion (GESI) mainstreaming approaches strongly preferred.
  • Minimum ten years of progressively increasing responsibility working in public health in the areas of health communication and promotion, and/or education, with an emphasis on HIV prevention.
  • Demonstrated expertise in sexual and reproductive health, HIV/AIDS, family planning.
  • At least 5 years progressive experience as a senior manager, with a proven record in a leadership role with team building experience.
  • Demonstrated supervisory experience, interpersonal skills, and team building.
  • Administrative and human resource management experience in an HIV prevention program setting.
  • Demonstrated experience working in partnership with host country government, private sector partners, donors, and other stakeholders.
  • Proven management skills, including relevant experience in direct supervision of professional staff.
  • Excellent organizational, analytical, oral, and written communication skills.
  • Proven knowledge of donor contractual and administrative rules and regulations.
