ZAMBIA RED CROSS SOCIETY
The Zambia Red Cross Society (ZRCS) is a Humanitarian Organization established in 1966 by an Act of Parliament CAP 307 of the laws of Zambia as an auxiliary institution that augments government efforts in humanitarian assistance. ZRCS is part of the International Red Cross movement known as International Federation of the Red Cross and Red Crescent Societies (IFRC). In line with its mandate, ZRCS works with various actors in collaboration with Government of Zambia in responding to both man-made and natural disasters. Zambia Red Cross Society is implementing an ECHO project which is a new model for humanitarian action tarred towards supporting local communities to prepare for, respond to, and recover from disasters subsequently protecting communities and helping them withstand future shocks, in order to effectively implement this project ZRCS hereby invites applications from suitable, qualified and experienced individuals to fill the position of Disaster Management Officer

JOB SUMMARY
The Disaster Management Oficer shall report to the Disaster Management Manager and shall be responsible for Disaster Risk Management/Reduction (DRM/DRR) initiatives and activities for the Society. S/he will support the Disaster Response Officer and Disaster Preparedness Officers in coordinating Disaster Risk Management activities. Responsible for planning, management and organization of DRM/DRR initiatives and activities; shall support fulfuling the National Society’s auxiliary role in augmenting public authorities’ efforts in various phases of the disaster management cycle. He/She shall support DRM/DRR capacity building initiatives in the Branches in line with the NS priorities. Support in development and implementation of various Innovative response mechanisms including but not limited to Forecast based Actions, Data Preparedness, Prepareness for Effective Response, Cash and Vourcher Assistance.
With functional reporting to the Program Officer managing the projects, he/she will participate in all the phase of the project cycle, coordinatating with the other team members to ensure quality and timely implementation of the project.
REQUIREMENTS
- Bachelor’s degree in Social Sciences, Developmental Studies, or Economics obtained from a recognized institution.
- Bachelors degree in Environmental management; Climate change and sustainable development
- With not less 4 years experience in the related field.
Programme Support Functions
To ensure that DM activities both at headquarters and the field are well coordinated in an effective and efficient manner in line with the project plans and allocated resources;
- Disaster Risk management/Reductions (DRM/DRR) activities to minimize the impacts of disasters.
- Conduct training needs in staff and volunteers and provide, determine knowledge gaps and provide recommendations
- Review the progress of the projects and discuss future steps with Project Officers and the Secretary General
- Forecast activities and initiate cash request for each quarter, generate and update procurement table on quarterly basis and adhere to it
- Ensure that delivery of project interventions are people centered by involving beneficiaries throughout the project cycle and through establishment of an effective complaint and feedback mechanism
- Work with Government agencies and other partners on DRM/DRR issues
- Facilitate timely generation and submission of activity, quarterly, bi-annual, annual and final qualitative and quantitative reports on Disaster Risk Management components
Institutional Preparedness
- Guide the DM team in supporting ZRCS to enhance institutional preparedness for effective response, specifically adapting three project pillars (Disaster Risk Reduction, Cash and Epidemics controls for effective response
- To be part of standard planning, monitoring, evaluating and reporting of the project team
OTHER DUTIES
- To provide technical support to Field offices and volunteers;
- Custodian of all project resources and assets and superintend over their utilisation
Carryout any other duties as may be reasonably assigned from time to time by the Disaster Management Officer;
