SENIOR PROCUREMENT OFFICER
JOB PURPOSE
To be responsible for the day-to-day operations of the procurement activities through timely sourcing of goods, services, works and consulting services to meet the organisation’s requirements.
Key Result Areas and Principal Accountabilities (include but are not limited to the following)
A. Departmental Planning and Budgeting
- Provides input to the Deputy Head of Procurement into the departmental workplan and budget.
- Minimises operational costs by ensuring that departmental expenditure remains within budget approval and savings made from budget.
B. Preparation of Bidding Documents
C. Preparing Evaluation reports and Procurement
D. Tender Evaluation Procedures
- Prepares criteria that ensure objective and consistent evaluation of bids, Expression of Interest (EOI) and proposals so that the most responsive Supplier/Consultant/Contractor is selected.
- Supports, prepares the Tender Evaluation Reports for review by Deputy Head of Procurement.
E. People Management and Leadership
F. Advisory
> Provides Procurement advisory service to all departments on procurement matters.
➤ Liaise with supervisors and end-users on matters of purchases outside standard procedures and/or specification, seeking further guidance or to suggest alternative products/services and market sources as guided by Deputy Head of Procurement.
Qualifications, Experience and Competencies
- Full Grade Twelve School Certificate
- Bachelor’s degree in Public Procurement, Procurement and Supply, Business Administration, Economics, Commerce, and/or equivalent
- Professional Qualification i.e Chartered Institute of Supply Procurement and Supply (CIPS) in relevant field from reputable institution.
- Practicing Certificate-Zambia Institute of Purchasing & Supply Professional Membership
- 5 years’ relevant work experience or similar position.
