The Embassy of Sweden in Lusaka has approximately 30 employees. The overall tasks of the Embassy include political and economic reporting, trade promotion, management of development cooperation, as well as consular services to Swedish citizens. The Embassy is now looking for a qualified National Program Officer (NPO) to the Development Cooperation Section – through Precision Recruitment International (PRI) The NPO will manage programs supported by Sweden in the fields of environment and climate change. The NPO will also act as the advisor of environmental integration in development section and the Embassy’s focal point on resilience and actively participate in Sida’s thematic network on environment and climate change, as well as contribute to the work of the Embassy’s political section in environment and climate change.
The NPO will work under the overall authority of the Ambassador. The NPO will be part of the development cooperation section and s/he will work under the direct supervision and report to the Head of the Development Cooperation Section at the Embassy. The section consists of the Head of Section, two financial controllers, eight program officers (including four NPOs) and a program administrator.
Sweden’s development cooperation with Zambia is governed by the Strategy for development cooperation 2018-2023. Under this strategy, Swedish development cooperation with Zambia shall contribute to reduced inequality and strengthened resilience, greater respect for human rights, democracy and the rule of law, and economic development that is inclusive and sustainable in terms of the environment and climate. A new strategy is expected to be decided by the government within the next few months with similar direction as regards environment and climate.
Job Description: What will you do as an NPO?
- Manage projects and policy dialogue within the area of environment and climate change, including appraisal, organisational assessments, risk analysis, results monitoring and analysis, financial follow-up including audits.
- Support the section in environmental integration within supported development projects throughout the project cycle.
- Participate in relevant sector working groups and coordination mechanisms together with other donors, international partners, and government representatives.
- Coordinate with the environment advisors at Sida headquarters and actively participate in Sida’s thematic network on environment and climate change.
- Provide advice and input to colleagues on the environment and climate policy development in Zambia
- Perform other duties as required and assigned by the Head of Cooperation.
Job Requirements:
- University Degree (Master’s level) in relevant thematic area.
- Minimum five years of relevant professional experience working with development cooperation (such as for an embassy, international or multilateral organization, or international non-governmental organization).
- Excellent knowledge in spoken and written English
- Willingness to travel in Zambia and internationally

- Experience and good knowledge of anti-corruption work.
- Analytical and problem-solving skills, and the ability to communicate in a clear and concise manner.
- Excellent interpersonal skills. We seek someone who is flexible, and that can organize and plan their work, work well in a team and respect individual differences.
- Familiarity with relevant Swedish policies and Sida’s ways of working is an added advantage
Salary and benefits:
The embassy offers an international and dynamic working environment. The embassy is seeking a qualified individual to fill a 2-year full time position, with a possibility of renewal upon completion. The salary is determined on an individual basis. The position is subject to the Embassy’s terms and conditions for local staff.
Employment will start in October 2023 unless otherwise agreed, starting with a probationary period of six months.
