Healthy Learners is continuing to grow and expand in Zambia and is seeking to recruit the services of qualified talented and dedicated professionals to fill the position of Program Officer (2) who report to the respective Regional Program Coordinator.

KEY DUTIES AND RESPONSIBILITIES
Program Operations and Management (50%)
- Providing leadership to Program Mentors and other members of staff at district level and ensuring that all program mentors are managed in a proactive and supportive manner to encourage high standards and best practice in all aspects of program sustain.
- Supporting program mentors in delivering training to schools and members of the community.
- Ensuring compliance with standard operating procedures, organizational guidelines and policies.
- Supporting the in the development of budgets, annual work plans and reports.
- Further the interests of Healthy Learners, engaging strategically with government heads of department at district level and other major stakeholders in school Health programs.
- Representing Healthy Learners in various meetings with collaborating partners at community/district levels.
- Work with other functional Managers to assess and determine staff training and development needs and implement staff development plans which will include training in all program’s key components.
Reporting and M&E (25%)
- Use of existing program data in providing regular reports and program updates.
- Implement program targets and benchmarks and regularly review progress on indicators and achievement.
- Contribute monitoring findings from the district during program coordination/review meetings, to highlight key project strengths and areas of improvement through action plans.
- Work with Program Mentors to ensure a smooth roll out and implementation of the M&E strategy in the district.
- Supporting visits by Healthy Learners staff, supporters, and stakeholders.
- Supporting HQ staff with sourcing and producing data and information for reports to donors and stakeholders.
Staff Management and Development (25%)
- Supervise Program Mentors in the assigned district, ensuring they have clear work plans and objectives and receive timely feedback and performance reviews.
- Promote, strengthen and maintain Healthy Learners’ organizational culture and values in the district office.
- Ensure all staff in the district comply with Healthy Learners policies and procedures;
- Manage the performance of assigned staff through the effective use of HL performance management system, KPIs and ongoing mentoring/coaching.
- Support the Administration and HR departments on the recruitment and orientation of program staff as required;
- Help facilitate staff training on program management, standard operating procedures, M&E, effective communication, partnership management, and mentorship.;
- Maintain excellent relations with Healthy Learners staff, partners, internal colleagues in the district.
KEY QUALIFICATIONS, SKILLS AND COMPETENCES
- Minimum Bachelor’s degree in a relevant field Program Management, Public Health, Epidemiology, Statistics, Social Sciences or relevant field.
- Minimum three (3) years of demonstrated work experience in Program Management or support.
- Action-oriented, flexible, and innovative approach to program management.
- Working knowledge of project management.
- Proven ability to prepare and effectively monitor budgets, work plans and reports
- Well-organized and consistent in setting, prioritizing and meeting realistic deadlines, with attention to detail;
- Unwavering commitment to quality service delivery and data-driven program evaluation.
- Experience with the ability to engage a wide range of stakeholders and cultures.
- Strong written and verbal communication skills.
- Possesses humility, integrity, positive attitude, mission-driven, and self-directed.
- Ability to operate as an effective tactical and operational thinker.
- Experience supervising others is an added advantage
