POSITION
PROCUREMENT OFFICER – CONTRACT MANAGEMENT
JOB PURPOSE / DESCRIPTION
To plan, coordinate, manage and administer contracts signed by the corporation.
QUALIFICATIONS
Must possess a Grade Twelve (12) School Certificate.
Must have a Bachelor’s Degree from a reputable University vetted by the appointing authority.
Must be a registered member of the Zambia Institute Purchasing and Supply (ZIPS) with a valid practicing license.
Six (6) years’ work experience in Procurement Management environment.
EXPERIENCE AND REQUIREMENT
Knowledge and understanding of the Public Procurement Act No. 8 of 2020 and the Regulations of 2022.
Good understanding of the procurement and stores processes and procedures.
Good written and oral communication skills.
Knowledge of the various implemented business information systems and interface points.
Must have good understanding of the Control of Records Procedure under SHEQ Management.
Demonstrable competencies in Microsoft office applications especially Excel, Word and Power Point.
Team player with good interpersonal skills.
Ability to prepare and interpret procurement reports.
Ability to stay focused and carry out tasks in a timely and accurate manner; and
Detail oriented, dependable and trustworthy.
JOB ACCOUNTABILITIES
Ensure that delivery of all materials and services by contractors is met in accordance with Corporate objectives and contract obligations.
Expediting contracts for goods, works and services.
Monitoring performance of suppliers and contractors.
Ensure user involvement in contract and procurement management.
Implement procedures for contract management in line with company policy.
Provision of advisory services to internal and external customers.
Maintain contract records and documentation.
Ensure contract close – out, extension or renewal.
Contribution to pre – contract planning to optimize capital allowance.
Conduct site visits for supervision and inspection.
Ensure compliance with relevant legislation and established procurement and contract procedures.
Ensure that contract specifications and requirements meet Corporate objectives.
Employ appropriate procurement options in line with ZPPA requirements for best value.
Facilitation of contractor payment of interim and final payments.
Ensure that signed contracts are communicated to all relevant parties.
Maintaining Register for all duly signed contracts.
Ensure incidents are recorded and reported.
Ensure risks are identified to minimize harm to employees, customers and the environment using SHEQ Policies.
Provide secretarial duties for the Section.
Safeguarding of all information pertaining to contracts and other relevant information.
Ensure adherence to health and safety in the workplace.
TENURE
The Contract is for three (3) years.
