Position Summary
The Health Informatics Associate will serve as a member of the Strategic Information (SI) Team within Ciheb Zambia whose main purpose is to enhance the capacity to deploy digital health platforms and resources being used to collect, manage, analyse, and use the client level data in a timely and logical manner. He/she will report directly to the Software Development Associate. Through integrated data analyses, the Health Informatics Associate will help in strengthening capacity of the various teams in data systems – collection, aggregation, validations, reporting, support a data-driven, objective, and transparent decision-making process.
The Health Informatics Associate will work closely and collaboratively to support data collection, reporting, and analysis of basic and complex data sets. The Associate is expected to work closely to determine business and information technology (IT) requirements and priorities, and to support the use of informatics standards to ensure that data needs of end users and stakeholders are met. This is in addition to maintaining an up-to-date web-based inventory register of all digital health devices such as laptops and Android Tablets ensuring that they are accessible to remote support.
The HI Associate will be the technical reference regarding deployment, training, security, privacy, and confidentiality protocols for SmartCare EHR system reporting, deployment mechanisms, data access and data analysis
Duties and Responsibilities

Assist in the collection of accurate data and monitoring reports from the sites (monthly, quarterly, and annually) necessary to meet PEPFAR reporting requirements, including indicators.
Provide technical assistance on digital health strategies and infrastructure that promotes effective monitoring and evaluation strategies that facilitate data usage and enhance collaboration with technical and program teams responsible for CQI in the identification of data needs and the collection, analysis, and communication of appropriate information.
Work with the CQI teams to analyze findings to develop recommendations for strengthening program performance especially HIV and TB prevention and treatment outcomes.
Provide support to sites to comply with data security and quality standards and strategies.
Assist in quarterly evaluations of the patient management and monitoring activities;
Participate in health facility assessments, data quality activities, survey and site visits;
Mentor Healthcare Workers (HCWs) and CHWs in proper use of HMIS tools and digital health applications.
Participate in implementation of activities in workplans, meetings for shared experiences and trainings as required.
Work with the SI team to undertake on-site data verification and validation at supported facilities.
Participate in data entry and follow-up with facility on observed data quality issues (as may be necessary).
Install SmartCare at facility level, ensure maximum utilization and functionality by HCWs and CHWs in the community.
Provide SmartCare trainings as needed for SI team and other end users as appropriate.
Working together with the CDC Health Informatics project leadership and GRZ MOH digital health team who are responsible for developing and deploying SmartCare Plus in relation to provision of user requirements and be informed of new system updates and patches.
Troubleshoot and resolves SmartCare software problems as they occur.
Work with SI unit to assist with customizing reporting for continuous
Quality Improvement of data collection methods and analysis for efficiency and process streamlining purposes.
Undertake backup tasks in liaison with the IT unit

Minimum Qualifications
Education:

Bachelor`s Degree in Demography, Development Studies, Computer science, social science or related field.
Specialized training/certification in monitoring and evaluation

Experience:

Knowledge of/experience with HIV/AIDS programs preferred. At least three years’ experience in monitoring and evaluation of international development projects.
Strong knowledge of monitoring and evaluation software, data bases/statistical packages such as STATA, SPSS, REDCap database and others is highly desirable.
Knowledge and experience with HIV, AIDS, STI, M&E data management in Zambia, including data entry and cleaning, data analysis and reporting.

Other:

Good presentation skills
Possess or willing to acquire the membership of ZaMEA.

Language:

  Fluency in English, both written and oral.
