Position: Technical Advisor, Key Populations (Strategic Information)

Location: Ndola, Project Office

Reports to: Senior Technical Advisor, KP

We are currently seeking qualified candidates for the position of Technical Advisor, Key Populations (Strategic Information) for the Stop GBV Now Project Office, Ndola.

Basic function

The Technical Advisor KP (SI) will oversee the monitoring, evaluation and learning aspects of the key populations component of the Stop GBV Now project. The position holder will lead the development of and manage the MEL Plan and develop and maintains systems to collect quality data for PEPFAR MER and custom indicators. The Technical Advisor KP (SI) will lead data analysis to produce information on inputs, outputs, outcomes, and impact of the project. The position holder will collaborate with M&E leads within the project and oversees key populations work in all project provinces including requesting, managing and provide feedback on data collection and indicators; data analysis and data use. The holder will support training of provincial and district teams in data management including data collection and data quality assurance methods. The Technical Advisor KP (SI) will collaborates with other program members and project stakeholders to implement collaboration learning and adaptation activities. The holder will share MEL data and improvement plans, as well as strategies for program improvements for greater program effects with program team. The position is based in Ndola and will report to the Senior Technical Advisor, KP.

Duties and responsibilities

  • Designs and oversees the monitoring, evaluation and learning activities of the key populations component of the Stop GBV Now project
  • Leads the design, development, planning, and implementation of evaluation of KP activities. This includes development and dissemination of tools, materials, reports, papers, and intervention-linked research
  • Develop strategies and tools for the design and implementation of monitoring of specific technical components
  • Work closely with the different technical leads within the project to co-design monitoring tools, selecting indicators, and determine field monitoring responsibilities.
  • Works to ensure tool compatibility and coordination within the overall M&E framework, and consistency with national and donor requirements.
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements
  • Focus on strengthening the M&E system, building capacity of staff, and improving alignment and support to Zambia M&E systems
  • Develop and lead the implementation of a robust learning agenda for continuous learning, collaboration and adaptation.
  • Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Conduct trainings and facilitate capacity building sessions on the monitoring and evaluation of various aspects of the project.
  • In collaboration with technical team, contribute to annual work plan development and oversees the monitoring of the implementation of KP interventions on the workplan.
  • In collaboration with project leads, oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, and other key stakeholders.
  • Oversee implementation of QuickRes in designated provinces.
  • Provide direct supervision to assigned provincial KP coordinators.
  • Represent FHI 360 in key technical working groups (TWG) at provincial and national level and cultivate strong working relationships with project stakeholders.
  • Travel within the province frequently for project activities and to other locations in the country as necessary.
  • Perform other duties as assigned.

Qualifications and requirements

  • Bachelor’s degree in monitoring and evaluation, public health, demography, social science, economics, statistics/biostatistics or relevant discipline. Significant study in the health field, international development and/or program monitoring and evaluation.
  • At least 8 years of experience related to monitoring, evaluating and reporting on programs related to HIV/AIDS, TB, GBV, RMNCH, FP and key populations in Zambia.
  • Experience in design and implementation of M&E systems for USG-funded projects
  • Strong background or formal training in evaluating international development programs such as PEPFAR.
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills.
  • Demonstrated ability as a team player, excellent communication skills, and strong computer aptitude in Microsoft office applications, such as Word, Excel and PowerPoint are required.
  • Demonstrated statistical analysis skills and use of relevant analytic software (SAS, SPSS, STATA, Epi Info, Atlas).
  • Skilled in using data visualization and business intelligence application such as Power BI, Tableau, etc.
