Mission and objectives

The UN Development Coordination Office (DCO) provides managerial and oversight functions for the Resident Coordinator System. It provides substantive guidance and support to Resident Coordinators and UN country teams, in addition to a daily backstopping to Resident Coordinator’s offices ensuring they have the capacities, skillsets, tools and funding to perform their job. The DCO Regional Office for Africa (DCO-Africa) was established in July 2019 in Addis Ababa to mainly provide strategic programmatic and operational support to 53 Resident Coordinators and UN Country Teams (UNCTs) in Africa in the integrated implementation of the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs), and the African Union vision – Agenda 2063. The Regional office along with other two UN entities serve as the secretariat of the Regional Collaborative Platform in Africa. To enhance the service delivery and proximity to the Resident Coordinators and UN country teams, the Regional office has established two sub-regional office in Dakar, Senegal, and Lusaka, Zambia.

Context

This UNV assignment will contribute to achievement of results under the DCO strategic objectives on strengthened partnerships for integrated policy services to advance SDG solutions and ensure development financing, including in volatile contexts and strengthened leadership for joint action and shared results by all members of the UN development system at the country level. Specifically, the assignment will contribute to the outcome on ‘The RC system brings together global, regional and domestic assets to enable integrated, high-quality policy and programming SDG solutions’.

Task description

Within the delegated authority and under the supervision of Head of Office, DCO Sub Regional Office for Southern Africa or mandated representative(s), the Coordination and Development Planning Specialist will: • Support in quality review of roadmaps, common country analyses and cooperation framework to ensure alignment with the Cooperation Framework guidance. • Support and facilitate the organization of trainings on Cooperation Framework Programming Principles in consultation with DCO, Resident Coordinators’ Offices and the Africa Peer Support Group. • Facilitate organization of training/webinars on Cooperation Frameworks/Common Country Analyses and prepare workshop reports. • Follow up with Resident Coordinator Offices on implementation of the Cooperation Framework roadmaps. • Support the mainstreaming of the six SDG transitions in the Cooperation Frameworks to accelerate SDGs implementation • Support the 16 RCs and RCO in the effective implementation of the exiting Cooperation Frameworks, documenting challenges and lessons learned. • Support the coordination of the Africa Peer Support Group and RCO Partnership Officers/other networks. • Support quality review of annual country reports submitted by UN Country Teams via Information Management System – IMS, UNINFO • Liaise closely with DCO Regional Team to initiate analyses, research and contribute to position papers at the regional and sub regional levels. • Support partnership building efforts including joint programmes at regional and sub regional levels. • Support the sub-office operations and administrative issues. • Perform any other duties assigned.

Requirements

Required experience

3 years of experience in • Professional work experience at the national and/or international level in programme management, coordination or other relevant programmes; experience with the UN is an asset, as is experience working in the UN or other international development organizations. • Professional work experience and/or familiarity with the SADC region is an asset. • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills, culturally and socially sensitive, ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels, familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment, ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet, familiarity with database management, and office technology equipment. • Self-motivated, ability to work with minimum supervision, ability to work with tight deadlines. • Desirable – valid national driver’s license and proven ability to drive manual gear 4×4 over rough terrain. • Sound security awareness. • Have affinity with or interest in coordination and stakeholder engagement, volunteerism as a mechanism for durable development, and the UN System.

Required education level

Master degree or equivalent in Advanced degree (Master’s or equivalent) in Economics, Business Administration, Development Studies, International Relations, Social Science, etc.; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.
