Job Title: Program Management Coordinator – Program Quality& Impact
Reports to: Program Manager – Program Quality and Impact

JOB SUMMARY
The Program Management Coordinator for Program Quality shall be accountable to the Program Manager for Program Quality and Impact. The incumbent will responsibly undertake practical and measurable actions that help address gaps and sustain good practices to meet or exceed minimum standards of program at CARE. The ideal person shall be someone that embraces innovation, has passion for deepening impact and maximizing margins of scale, and has the resilience to thrive in a matrixed organizational structure. The role requires Comfort with numbers and analytical software as well as the ability to simplify complex data and develop information packages that are fit-for-purpose to different audiences at different levels and requirements.
Responsibilities & Deliverables:
Program Quality (50%)
- Collaborate with HR Department, SPA leads, and Awards Management Unit to conduct detailed orientation for new staff and partners as well as re-orientation for all program staff and partners, to maintain high level of awareness of PQ standards among both CARE staff and partners.
- Based on PIIRs data, and interaction with program staff, implement needs-based quarterly capacity building plans to ensure progressive improvements.
- Contribute to the development and tracking of CO program risk management matrix for each Financial Year -updating the country risk management matrix monthly (12 times each financial year)
- Work directly with project managers to monitor project specific risks, document lessons on the efficacy of related risk mitigation measures and input adaptations on the adaptation log of the adaptive strategies that are adopted by projects and the CO.
- Support project managers to develop or adapt feedback and accountability mechanisms (FAM) with meaningful participation of program participants in its set up, collection of sex disaggregated feedback, and ensuring that 100% of projects have a functional FAM at any given time.
- Monitor the functionality of feedback loops, summarise and classify the types of feedback received, and document lessons and best practice.
- Develop monthly dashboards to highlight good practice and needs to aid decision-making by individual project managers, CO-level program leadership team, and the Country Office Leadership Team.
Partner support (25%)
- Coordinate the partnership development process, in line with global and country level programmatic targets on localization.
- Support partners to strengthen existing feedback and accountability mechanisms or develop feedback and accountability mechanisms where none exist.
- In close collaboration with the relevant SPA leads and Project Managers, conduct joint PQ monitoring or assessment for partners.
- In close collaboration with the relevant SPA lead and Project Managers, conduct need based PQ awareness and capacity building activities for partners.
Business Development (10%)
- From time to time, participate on project design teams and ensure that proposal teams understand and can contextualize the PQ guidelines for proposals for respective proposals.
Information Management (5%)
- Maintain an updated online archive for all PQ and project-specific information (past and present) in SharePoint.
Innovation (5%).
- Actively promote a 21st Century workplace environment by promoting and demonstrating the use of technological innovations that save time, effort, and resources.
People and culture (5%)
- Model positive behaviors in line with CARE’s organizational values of transformation, integrity, diversity, equality, excellence.
- Invest in self-development and effectively use performance management tools to improve own performance.
Qualifications:
- Degree in a relevant field from a recognized University or College (e.g. Demography, Development Studies, Public Health, Sociology, or any other equivalent qualification).
- Additional training in, SPSS, STATA, Quality Assurance, and Monitoring and Evaluation among others will be an added advantage.
Experience: At least 3 years in a role with similar responsibilities
Skills
- Excellent understanding of program management cycle.
- Excellent understanding of program quality.
- Able to use work tools in Office 365.
- Able to use ICT-enabled remote monitoring and capacity support processes and tools.
- Experience in writing concise analytical reports to a high standard.

- An independent worker, who takes initiative and proactively solves problems and conflicts without over-dependence on affirmation from supervisor.
- Willingness to learn and develop additional job-relevant competencies.
KEY RELATIONSHIPS
- External: senior government officials, current and potential partners, peers from similar organizations, communities, and donors.
- Internal: collaborates with project managers and Technical Advisors and other staff at Regional and CO level.
