Job Description for the Monitoring and Evaluation (M&E) Manager
Reporting to the Impact and Communications Manager
Background
On Call Africa was set up by a group of doctors and international development experts, all with a shared desire to improve access to healthcare and health outcomes within rural communities. In particular looking to support communities with traditionally poor access to medical professionals and amenities – Zambia was selected due its low ratio of doctors to people. Following a consultation with the Ministry of Health, the Southern Province was selected as the starting point.

On Call Africa collaborate with the Zambian Ministry of Health, supporting the achievement of their strategic objectives. We ensure that our work is embedded at all levels of the health system to ensure co-production takes place to develop programmes that meet national objectives, as well as locally identified needs.
On Call Africa operates at every level of the health system, helping to shape policy and design quality programmes, while also piloting and testing programmes at rural health facility, and community level, to build evidence of what does and does not work.
Through our 2022-2026 strategy our aim is to support improved access to quality healthcare in rural areas through:

The Role
The M&E Manager is an exciting new role to drive excellence in measuring On Call Africa’s impact. The aim of the role is to ensure our work is being measured for both internal learning as well as external reporting and sharing.
The successful candidate will drive the MEAL aspects of programme development and innovation, keeping MEAL at the forefront of everything we do. This new role will support the growth of On Call Africa, who aim to significantly increasing our scale, reach and impact over the next three years. We are looking for someone who will thrive in a fast-growing and rapidly changing charity, who can balance strategic needs with the reality of our frontline work.
Responsibilities
Reporting to the Impact and Communications Manager, the M&E Manager will implement all aspects of OCA’s MEAL work:
Developing outcomes frameworks – building on and refining On Call Africa’s theory of change, and organisational MEAL framework. Supporting programme leads to develop programme specific MEAL frameworks.
Leading data collection – working with programme staff to implement data collection in line with agreed MEAL frameworks and grant reporting requirements.
Conduct field visits – for data validation and to monitor the quality and completeness of data sets and implementation; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data
Programme design – Develop the overall framework for project M&E systems in collaboration with project staff, including requirements, reporting; develop and monitor project implementation plans to systematically document performance. Ensuring that delivery teams have the necessary insight and data to inform programme design and improvements.
Programme monitoring – Carry out agreed M&E activities across the charity’s programmes and share learning and reports to empower teams to quickly identify issues and challenges as they arise.
Management of data – Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions. Generate indicator reports for tracking progress against key indicators as needed.
Programme reporting – Support the Impact and Communications Manager to provide timely reports on program impact against targets for internal meetings and external communications
Programme analysis and evaluation – Analysis of reports and datasets, drawing balanced conclusions and communicating them clearly to internal audiences, leading on internal evaluation projects and supporting the development of quality papers that can be published externally.
Quality assurance and learning – ensuring that appropriate processes are in place to ensure quality of delivery and embedding a culture of learning and innovation throughout our programmes
Grant reporting – manage reporting on, and applications to small regular donors. Ensure that programme leads provide quality and timely reports to funders.
Funding applications – Support the development of funding applications by supporting the development of MEAL frameworks and providing relevant and high quality impact data.
Promotion of On Call Africa in Simonga – Work with the Impact and Communications Manager to promote OCA’s work to lodges and community members and to high net worth individuals visiting Livingstone.
Case studies and content generation – Oversee the collection of case studies, stories and images to help promote our work.
Engagement with MOH – Support programmes team to obtain relevant data with MOH and to co-design M&E frameworks for collaborative projects.
External evaluations – Initiate and coordinate studies and evaluations by external consultants related to project baseline/end line and evaluations by supporting the hiring process, overseeing quality and disseminating/sharing results.
PERSON SPECIFICATION
Essential:
Bachelor degree or above preferably in Anthropology/ Statistics / Development Studies / Economics / Public Health / Any other relevant social science discipline. Possession of a Post graduate qualification in Monitoring and Evaluation is a MUST. Additional Master’s Degree in any development field is an added advantage.
Minimum of 5 (Five) years demonstrated experience in planning, monitoring and evaluation with reputed organizations, preferably with INGOs, donor agencies or international organisations, is required.
Knowledge on both qualitative and quantitative research methods; study methodology, Tools for capturing knowledge and learnings,
Experience of working with Ministry of Health Advanced analytical skills developed in a similar role, including research methodologies and quantitative analysis
Experience of collecting, inputting, managing, analysing and reporting on data
Excellent IT skills, including spreadsheets (e.g. Excel) and databases
High level of attention to detail and ability to work with complex data sets
Experience of reporting to major donors and trusts and foundations
Ability to communicate monitoring and evaluation data clearly and concisely to non-expert audiences
Experience of line managing
Commitment to the charity’s mission and own personal development, as well as an openness to feedback
Desirable:
Experience of managing budgets and being cost-effective, especially systems development and external evaluation
Experience of putting quality assurance, learning and innovation at the heart of programme development
