Public Policy Engagement
- Lead the development and implementation of the NO Advocacy Plan and corresponding activities to achieve policy change at the national level.
- Lead, Coordinate and Support policy advocacy work for WVZ’s Technical Programs and Ending Child Marriage Campaign in line with the current country office Strategy to ensure WVZ’s priority areas are advanced.
- In line with WVZ’s Advocacy priorities, track the Zambian and International legislative and Policy agenda and decisions and identify opportunities and advance WVZ’s priorities to influence Policy changes.
- Conduct periodic national and local political and policy context analysis to inform WVZ policy positions in line with the current country office strategy to ensure WVZ’s work remains both, proactive and reactive.
- Facilitate engagements on Policy, Law and Decision-makers as well as other stakeholders to influence policy change at the National level.
- Track and document policy wins for WVZ.
- Lead the development of policy-related one-pagers, Technical Briefing Papers, position and issue papers, public testimony, talking points, letters and other materials to support WVZ’s priority issues.
Advocacy Research
- In collaboration with relevant teams, conduct research and produce advocacy documents and presentations, including policy memos and briefs, and other policy and informational documents, for both internal and external purposes.
- Build evidence from WVZ program implementation and Program Evaluations for public policy recommendations to support national-level external engagement.
- Lead the development, documentation, and dissemination of cross-country lessons learned, best practices, and experience (Technical Briefs).
- Lead and conduct periodic public policy research in line with WVZ program focus areas to identify critical gaps in policy development and implementation.
Networking and External Engagement
- Build and maintain relationships with internal and external partners/stakeholders for enhanced collaboration, sustainability and policy change.
- Represent WVZL in various key meetings including the Technical Working Group (TWG) for alignment and tracking of National priorities.
- Lead advocacy collaboration with other advocacy-related leads at the WVZ national office for enhanced coordination of activities
- Lead the coordination of WVZ advocacy events such as position paper launches, round table discussions, and stakeholder engagement meetings.
Programme Development and Implementation
- Lead the collaboration with Programme Teams to track the performance of Advocacy initiatives across the NO and measure the contribution of Advocacy towards the NO Strategy.
- Work with the Grants Acquisition team to preposition, establish donor linkages and integrate the Advocacy in proposals.
- Participate in Regional and Global Research activities.
- Generate monthly and annual progress reports and document lessons and progress made.
People Management
- Support direct reports for performance
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Degree in Development Studies, Economics, Law, Politics or related discipline with minimum 5 years’ experience in relevant field.
- Master’s Degree in the relevant field is an added advantage with minimum 3 years’ experience in the relevant field
- Ability to influence, network and collaborate with relevant national level Government, NGOs, and the UN Agencies and other stakeholders.
- Experience with planning for, coordinating, and supporting Policy engagement would be an added advantage.
- Experience in a complex, international organization preferably NGO context
- Knowledge and understanding of World Vision structures, processes and networks at the local, national and regional levels.
- Experience in project design and implementation
- Must have excellent communications, report writing, interpersonal, analytical, decision making, conflict management, negotiation, networking, liaison and donor engagement skills
- Ability to work in a cross-cultural environment and functional teams.
- Computer literate in Word, Excel, PowerPoint
