CHIEF EXECUTIVE OFFICER
Our client, MULUNGUSHI VILLAGE COMPLEX LIMITED, a company under the Industrial Development Corporation (IDC) seeks to employ a competent and qualified Chief Executive Officer.
Main Purpose of Job:
To plan, coordinate and control operations of the company and provide the strategic direction for managing the company, determining its direction in terms of development and growth within the mandate given by the strategic plan, the Board, as well as general guidelines; and to evolve the necessary policies, philosophy and plans.
Main Duties:
- Develops and implements a long–term strategy and vision for the company that generates satisfactory levels of share-owner value and positive, reciprocal relations with relevant stakeholders;
- Evaluates MVCL budget plans including strategies against objectives/policies submitted by subordinates from all Departments, providing guidance/advice and ensuring that submissions are realistic and attainable and thereafter presents the budget to the Board for approval;
- Reviews constantly the Company’s performance against set objectives and plans as given in the Company’s strategic plan and budgets;
- Ensures that necessary resources are marshaled to finance, equip and run the planned operations and capital projects;
- Ensures continuous improvement in quality and value of the company’s radio and television services towards realization of the company’s mission and vision;
- Chairs executive committee meetings with managers and management tender committee meetings;
- Prepares and presents to the Board objective periodic reports of the company’s affairs/performance and related issues and implements resolutions of the Board within agreed time frames;
- Supervises subordinates, and agrees, monitors and reviews their performance in order to ensure that they meet their agreed performance objectives/targets and;
- Performs any other duties as assigned by the Board from time to time.

Vision, Mission and Values
- To understand the external business environment, design and develop core processes that foster business growth and development and provide excellent returns on that shareholders and;
- To ensure vision, mission and values are upheld, cascaded and understood at all levels.
Strategy
- Set strategic direction of the company within boundaries guided by the shareholders and
- To coordinate the setting of and ensuring the, pursuit and achievement of the company’s strategies and objectives through direct subordinates.
Leadership
- To provide operational direction to each of each department and gaining their commitment to deliver on agreed performance expectations;
- To lead the company’s planning process from annual budgets to quarterly forecasts and managing performance to ensure the attainment of the objectives and;
- To inspire the entire company towards the attainment of MVCL objectives
Financial Management
- To ensure that the business functions and achieves its objectives within the set financial parameters as determined by the agreed business plans for each department;
- To ensure financial discipline is entrenched and financial reporting is as per company standards and;
- To ensure the upholding of the application of best practice and international standards.
Organizational Structure
- To ensure that the business is properly arranged and resourced to deliver on the vision and the approved strategic objectives and;
- To establish and review the company organizational structures in line with business developments, needs and human resources capacity.
Resource Management
- To ensure availability of adequate resources, and to allocate and monitor effective utilization of these resources and;
- To ensure that resource mobilization shall be timely and appropriate for the operations.
Human Resources Management
- To establish and integrate manning levels in the business processes and informed by the agreed structures;
- To ensure that the company is manned by the right people at all levels and are motivated to achieve set objective and;
- To monitor performance management culture and ensure that policies are implemented.
Operations Management
- Ensure smooth and effective management of operations by initiating and implementing operational procedures and processes and;
- Ensure the adequacy of the infrastructure in terms of facilities and equipment.
Key Performance Indicators
- Improved financial performance and increase in shareholder value;
- Increase in number of accommodation units of MVCL and;
- Timely production of annual report within 90 days after end of a financial year.
Qualifications and Experience:
- Higher degree or professional qualification where time to qualify is more than 4 years;
- The qualification should be at least Masters Level and;
- Minimum of 10 years at senior management level.

- Good strategic and business planning skills ;
- Good interpersonal and influencing skills;
- Excellent communication skills;
- Good management and leadership skills and;
- Ability to galvanize the entire company into achieving results
