Position Summary
Pact, Inc. seeks a Senior Program Manager (SPM) Clinical Services to work on the recently awarded, five-year USAID/Zambia Integrated Health contract. USAID Zambia Integrated Health will support the USAID and PEPFAR objectives of 95/95/95 and providing service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) and Family Planning & Reproductive Health (FP/RH) services. USAID Zambia Integrated Health will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians in the targeted provinces.
The SPM Clinical Services will play a significant role in directly contributing to the success of USAID Zambia Integrated Health. S/He will be the lead for technical and management/programs implementation teams. S/He will be based in the USAID Zambia Integrated Health Lusaka office, providing technical support and supervision to the three (3) provincial hub managers and eleven (11) district hub coordinators in the 3 provinces. The position will also be responsible for coordinating a team of technical and management/programs implementation staff to develop and oversee annual workplans, targets, and budgets for specific USAID Zambia Integrated Health program activities. The SPM Clinical Services will actively engage external stakeholders especially Government of Zambia representatives both from Ministry of Health as well as Ministry of Local Government and from other relevant US government implementing partners in planning, implementing, and monitoring program activities. S/He will work closely with the project technical lead at the Technical Hub to ensure on going comprehensive province and district level oversight and ensure that the province and district level USAID Zambia Integrated Health implementation teams have effective and efficient inputs and insights into USG, GRZ, as well as Senior Management Team deliberations in Lusaka and from the Technical- Hub in Ndola.
Duties & Responsibilities
- USAID Zambia Integrated Health Program Design and support to Technical Director Clinical Services to:
- Support continued implementation of USAID Zambia Integrated Health, including the addition of any new components added by the donor.
- Review Program strategies, targets, workplans, budgets, and stakeholder guidance
- Collaborate with the Technical Director and clinical team plus other technical team members at the Ndola Technical Hub office and province and district hub offices to design USAID Zambia Integrated Health activities in a complementary way.
- Develop and maintain an expert-level understanding of PEPFAR’s Clinical Care Program as well as understanding of Maternal, Newborn, and Child Health (RMNCH) and Family Planning & Reproductive Health (FP/RH) services as well as Cervical Cancer Screening and prevention services.
- Actively participate in relevant technical advisory/working groups and professional fora at national and provincial levels.
2. Program Implementation
- Be accountable for province and district level -timely program implementation according to the workplan and budget, identifying initiative-taking solutions to challenges, and achieving quarterly and annual targets.
- Support Province and district hub staff to prepare required qualitative and quantitative reports and presentations for GRZ, USAID and PEPFAR.
- Ensure adequate matrix management, supervision, collaboration, and coordination with the Senior Technical Advisor Clinical Services; Senior Technical Advisor Community Services and Engagement; Senior Technical Advisor Transition and Sustainability and Senior Strategic Information Advisor.
- Collaborate with Senior Advisors at the Technical Hub and provide supervision to the Provincial Hub Managers to ensure harmonization of data collection, reporting and technical support and mentorship tools
- Ensure that USAID Zambia Integrated Health has the necessary human resources for Program implementation, including sourcing external consultants, working with existing sub-grantees, and identifying new sub-grantees/contractors as required.
- Support Technical Director to monitor performance and deliverables of sub partners under the USAID Zambia Integrated Health Program.
- Proactively partner and collaborate internally with other Pact departments, including program, technical, human resources, grants and contracts finance, administration, and procurement to ensure that portfolio-wide support is given.
- Coordinate logistics related to availability of both human and material resources within the 3 USAID Zambia Integrated Health provincial offices.
3. Program Representation:
- In coordination with the Chief of Party/Technical Director, Provincial Hub Managers and District Hub Coordinators, develop and maintain relationships with government offices at national, province and district level related to USAID ZIH activities, including both health and legal sectors.
- Represent USAID Zambia Integrated Health at relevant regular and ad hoc meetings (and proactively ensure coordination with other U.S. government implementing partners and external stakeholders
Qualifications
- Bachelor’s degree in a medical field and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience level for a public health and/or international development project.
- Familiarity with PEPFAR’s administrative, management and reporting procedures and systems and knowledge of USG Rules and Regulations preferred.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, Zambian counterparts, and representatives from other key stakeholders.
