Job Purpose
Under the direction of the Grants Manager, the Finance and Grants Officer will serve as lead team member in developing and writing grant proposals to Donors, foundations and government agencies in order to obtain funding for Project activities, and/or be responsible for compliance with and dissemination of sponsored agency programmatic policies, guidelines, rules and regulations. Ensure effective and transparent financial, accounting, grant and procurement procedures and reporting. Work closely with the Grants Manager and the Project Finance Officer to ensure implementation of sound financial, accounting, and administrative principles in line with Global Donor procedures.
Summary of Key Responsibilities:
Facilitate grant efforts, including grant approval process and post-award compliance. Ensures timelines are met
Monitor post-award grant compliance. Follow up with funding agencies and staff as necessary.
Act as a Grants Office liaison to community organizations, Donors, Partners, government agencies, and teams involved with the development and administration of projects and proposals.
Research information and data necessary for grants and grant reporting.
Establish and implement financial/administrative processes, procedures and operations, including the development of, cost/expense guidelines, Standard Operating Procedures (SOPs) and other program management policy manuals and tools to ensure overall transparency and efficiency of systems and processes, in compliance with Donor policies.
Support the development of annual budget and contribute to the development of the Project Implementation Plan as necessary.
Research new funding opportunities available through international, local, state, and federal government agencies, as well as through private and corporate foundations.
Maintain necessary records, files, reports, databases, and resource materials pertinent to Grants Office activities.
Provide review and verification of proposed grant disbursement system and capacity support to ensure accounting systems and practices are sound, adhere to best practices and monitor adherence to internal controls, including Partners’ management of grants.
Conduct regular financial and grants analysis to inform management decision-making and reporting and ensure effective implementation.
Conduct field monitoring and support visits to Grant Partners to ensure compliance and appropriate utilization of funds disbursed.
Oversee audit and fraud investigations.
Conduct financial management and fraud control training for partners and Project staff.

Primary Areas of Accountability:
Qualifications and Experience
Degree in Finance, Accounting, or Finalist/Full CA Zambia /ACCA/CIMA
Must have a minimum of 4-5 years of experience in finance and Grant
gained from a non-profit organization (NGOs) handling donor funds
Must have good experience in Sub- Grant Management
Must have proven experience in fundraising and securing multi-year large grants
Excellent knowledge in grant and fund management for donor-funded programs.
Strong accounting and financial management skills with a track record managing grants to third party organizations.
Knowledge of effective grant research and grant writing will be a plus
Strong experience designing program/financial management systems and administrative procedures.
Strong computer skills including MS Office (Word, Excel, PPT) and standard accounting software.
Excellent understanding of international development funding
requirements, related procurement and program management procedures, and
associated grant making procedures.
