Inspector- Air Traffic Management Civil Aviation Authority

The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified and experienced persons who are ambitious, innovative, energetic and performance driven to fill the vacancy of Inspector- Air Traffic Management.
The Civil Aviation Authority is inviting applications from suitably qualified Zambia candidates to fill the position of Inspector- Air Traffic Management.

JOB PURPOSE
To undertake to develop, implement and review Air Traffic Management Systems, Standards and Procedures in order to ensure a safe and orderly flow of air traffic in the Zambian Airspace.

DUTIES AND RESPONSIBILITIES

• Undertake timely preparation of Work Plans for the Air Traffic Management (ATM) Unit in order to facilitate enforcement of regulatory programs and activities.
• Ensure timely compliance of ATM Standards by the Air Navigation Service Provider (ANSP) with the Legislation and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs)
• Conduct Inspections, Audits and Surveillance activities on the ANSP’s ATM System in order to ensure compliance with National Regulations and International Standards.
• Conduct Licensing of ATM personnel.
• Participate in the Airspace Organization and Management.
• Undertake timely aircraft incidents investigation in order to facilitate appropriate interventions.
• Participate in the implementation of the Quality Management System (QMS) in order to enhance quality organisational output and stakeholder requirements.
• Participate in the implementation of Performance Management System (PMS) in order to enhance individual and organisational performance.
• Undertake prudent utilisation of resources in order to facilitate attainment of set objectives.

KNOWLEDGE AND SKILLS REQUIREMENTS

a) Minimum Primary/Secondary Education:

• Full Form V /Grade 12 School Certificate with minimum of five (5) “O” Levels with Credits including English and Mathematics.

b) Minimum Vocational/Professional Qualifications:

• Holder of Ratings in Aerodrome Control, Approach Control (Procedural), Area Control (Procedural) and Approach Radar Control from ICAO Approved Training Organisation(s).
• Knowledge and understanding of Zambia Civil Aviation Requirements (ZCARs), ICAO Annex 2, 3, 4, 11, 12, 15 &19 SARPs is a requirement.

c) Minimum Relevant Pre-Job Experience:

• 5 years minimum working experience

d) Other Attributes

• Knowledge of Aeronautical Telecommunication Systems (CNS Systems)
• Knowledge and understanding of Zambia Civil Aviation Requirements (ZCARs), ICAO Annex 10 and SARPs is a requirement.
