The Civil Aviation Authority (CAA), a Statutory Body established by the Government of the Republic of Zambia under Section 3 of the Civil Aviation Authority Act No. 7 of 2012 to provide for the regulation and promotion of Civil Aviation in Zambia, is inviting applications from suitably qualified and experienced persons who are ambitious, innovative, energetic and performance driven to fill the vacancy of Inspector- Communications, Navigation and Surveillance.
The Civil Aviation Authority is inviting applications from suitably qualified Zambia candidates to fill the position of Inspector- Communications, Navigation and Surveillance.

JOB PURPOSE

To supervise and undertake to develop the implementation and review of Communication, Navigation and Surveillance Systems, Standards and Procedures in order to ensure safe and compliant Systems are provided to aircraft operations in the Zambian Airspace.

DUTIES AND RESPONSIBILITIES

• propose and draft ZCARs, Regulations, Implementing Standards and Procedures pertaining to CNS for the operation of ANS safety oversight function of the CAA;
• propose the adoption of relevant ICAO SARPs as regulations and implementation standards and procedures, consistent with the Zambian civil aviation legislation in matters relating to CNS;
• identify differences, if any, or otherwise with ICAO and submit to the Senior Inspector for onward approval;
• implement National Rules, Regulations, Implementing Standards and Procedures – and amendments thereto;
• monitor compliance by the Air Navigation Services providers in accordance with applicable Civil Aviation legislation, Rules, Regulations and prescribed Implementing Standards and Procedures by continuous oversight and regular inspections;
• administer the associated inspector and industry guidance material to enable the approval of CNS service providers in Zambia;
• implement CNS regulatory compliance and safety oversight audits and inspections safety awareness programmes for the aviation industry;
• keep the Senior Inspector informed regarding the safety performance of CNS service providers and any other relevant issues;
• contact CNS Service Provider(s) to determine the timeline for the resolution of deficiencies and record the same in audit and inspection reports;
• track corrective actions taken by CNS providers to ensure resolution of identified safety hazards;
• keep up to date ICAO USOAP CMA OLF activities related to CNS in coordination with the CNS providers;
• administer examinations, validations and proficiency assessment for Air Traffic Safety Electronics Personnel (ATSEP) in order to ensure the competence of CNS Personnel;
• recommend for approval of Air Navigation Services providers on CNS in order to ensure compliance with national regulations and international standards;
• inspect communication, navigation and surveillance facilities in order to facilitate safe operations of communication facilities in the Flight Information Region (FIR);
• review flight calibration reports of all Navigation and Surveillance facilities in order to ensure compliance;
• use of aeronautical frequency finder tool for the determination of suitable frequencies to ensure orderly operations of CNS systems;
• Monitor the operations of ATN systems with carriers and adjacent states in order to ensure smooth flow of data;
• conduct safety management system (SMS) oversight of the Air Navigation Services Providers (ANSP);
• document investigation reports of air traffic incidents vis-a-vie in terms of surveillance/navaids equipment in order to prevent recurrence;
• maintain close liaison with relevant agencies regarding provision of CNS services to ensure safety of air navigation and other matters of common interest;
• develop Inspectors Manual and other ZCAA guidance material from time to time for compliance with ICAO Annexes & Documents; and
• implement tasks and activities to ensure meeting of goals and deliverables according to the performance management system established by the organisation.

KNOWLEDGE AND SKILLS REQUIREMENTS

a) Minimum Primary/Secondary Education:

• Full Form V /Grade 12 School Certificate with minimum of five (5) “O” Levels with Credits including English and Mathematics.

b) Minimum Vocational/Professional Qualifications:

• Degree in Electrical/Electronics Engineering or Telecommunications Engineering from a recognised University.
• Must be a member of the EIZ with current membership certificate.

c) Minimum Relevant Pre-Job Experience

• 3 years minimum working experience.

d) Other Attributes

• Knowledge of Aeronautical Telecommunication Systems (CNS Systems)
• Knowledge and understanding of Zambia Civil Aviation Requirements (ZCARs), ICAO Annex 10 and SARPs is a requirement.
