Programme Officer – Sports CV People Africa

The Programme Officer (PO) position is a strategic and operational role entrusted with the responsibility for the management of the Committees high performance and national federation support. The Programme Officer is expected to have a good knowledge of elite high performance, basic National Federation operations, NOC Committee strategy/plan, Olympic Solidarity and Commonwealth Games Federation.

JOB DESCRIPTION

Organize, coordinate and manage all Olympic Solidarity (OS) technical programmes/files and events
Provide secretarial service support to Committees Board Commissions including management and coordination of their activities
Ensure that Games Accreditation to all multi-sport games are done efficiently
Manage databases for all technical training and trained officials/NF under Committees mandate
Provide support to the Secretary General by coordinating the development, implementation and evaluation of National Federation (NF) support service orientated programs/projects
Coordinate national NF program calendar and updated with most current information for all national programs
Ensure OS allocated programmes are implemented/exhausted fully per Olympic cycle
These include but not limited to NOC Management & Knowledge sharing, National Sports Structure, National Courses for Sports Administrators, Advanced Sport Management Course Forums & Special projects and World, Continental programmes
Ensure timely submission of applications on RELAY to OS for programmes addressing the Committees Strategic plan.
Responsible for all Olympic Solidarity (OS) programmes for athletes and coaches (OS scholarships, grants, technical and structure development).
Responsible for all related OS applications and budgets in consultation with the respective commissions (Ensure OS programme applications are prepared and submitted in good time).
Ensure collection of pertinent data to enable reporting on the impact of the implementation of the Committees NF support programmes and initiatives
In consultation with the Secretary General negotiate and prepare Service Level Agreement’s and Agreements for various service providers
Preparation of weekly, monthly and quarterly work plans as well as their corresponding action reports to the Secretary General
Prepare and execute all Committees program events/functions with high quality standards as a lead personnel
Ensure development and management of database related to OS and any other NF support programmes
Ensure timely submission of OS technical reports and grant aid utilized accordingly
Provide administration support in the office and assisting with ad-hoc queries in accordance with the Committees policies and procedures
Responsible for Plus 1% Programme (CGF Games accreditation system), all current elite athletes and scholarship holders as well as technical official in the National Federation to be included in the database and these to be regularly updated (personal details, PB/SB, medal wins, education achievements).
To coordinate and manage lists of NF events (meetings, tournaments, seminars etc).
Organise and coordinate NFs consultative forums
Coordination of the provision of agreed services to affiliates and support to the network of NF administrators.
Promotion of Committees activities to affiliates and driving their uptake
Ensure the development of service level agreements with affiliates, including performance indicators for all technical officials
Support the coordination of activities to resolve administration and management issues pertaining to NFs.
Participate in activities or events designed to promote the NF programs
Establish and maintain a database of certified and identified sport administrators
Where appropriate coordinate the support in the delivery of NF events
Work in tandem and liaise with the Technical Director where synergies in the execution of tasks is apparent.
Set up, review and implementation of effective program control systems and procedures. This is inclusive of evaluating and monitoring activities and projects using performance indicators.
Ensure compliance with programs related to signed MOU’s and/ or contractual Agreement terms.
Assist with the design, implementation, and evaluation of NF programs and/ or program/projects
Represent Committee at various NF forums and ensure quality presentations delivered when required to do so
Provide administration support to the SG and assisting with ad-hoc queries in accordance with the Committees policies and procedures

CANDIDATE SPECIFICATION

Experience: 2 years plus
Education Level: Degree
Qualifications: Bachelor’s Degree or Diploma in Sport management/ sports science/ Sports Administration or any other related sports related field. Qualification in Project Management would be an added advantage
Software: Good IT skills and must be conversant with projects software package. Excel, PowerPoint, Word, and online meeting platforms such as google meet, zoom, Microsoft meet, etc
Knowledge Of: Policy setting & decision-making processes, Olympic and Commonwealth Sport multi-sport competition setup, Olympic Values, best practice in Sport Systems and Structures. International, National, local Sporting landscape and structure
Skills To: Good administration skills allied to good numerical skills. Strong presentation skills. Strong inter-personal and communication skills
Ability To: Bookkeeping and accounting practice
Other Requirements: Basic Knowledge in technical aspects of at least 10 sports codes that are under the Olympic and Commonwealth Sport in Zambia
