Position Summary
The District Strategic Information Officer will report to the Provincial Strategic Information Officer. He/she will ensure that the District-level SI Team comprising of the Ciheb Zambia Team, KP CSOs and other partners are implementing a robust M&E system that enables for the reporting of high-quality data and serves as the major liaison between Ciheb Zambia and the DHOs and DHIOs on issues of data reconciliation and data quality.
Duties and Responsibilities
- Support KP CSO and AYP partners to strengthen the use of national M&E tools, SmartCare plus and the DHIS2 Outreach Tracker for client-level data management.
- Provide on-site M&E related mentorship to KP CSO, AYP partners and the DREAMS’ team staff in data management processes and reporting.
- Conduct weekly data verification and validation to ensure correctness and validity of data reported.
- Ensure that 100% of all data entry fields on eComMIS DHIS2 Outreach Tracker and SmartCare plus are up to date on weekly basis in preparation for any program monitoring, reporting and evaluation data needs.
- Collaborate with DHIOs and other GRZ representative to plan and conduct data quality assessments (DQA) on a monthly and quarterly basis (and a need arises).
- Collaborate closely with District Health Office, KP CSO, AYP and DREAMS’ partners to plan and conduct monthly data review meetings.
- Support routine (Weekly/Monthly) triangulation of data from various data sources and service points to assure data integrity.
- Support KP CSO, AYP and DREAMS partners to update clients in the national EHR (SmartCare) and complete treatment and prevention cascades are completed.
- Provide DHIS2 support to KP CSO, AYP and DREAMS staff.
- Take leadership in ensuring that all the sites and partners within the districts are tracking CQI key performance indicators and are using the reports to improve both quality of services and programmatic benchmarks.
- Perform any other duties as assigned by the supervisor.
Minimum Qualifications:
Education
- Bachelor`s Degree in Demography, Development Studies, Computer Studies, Mathematics, Public Health, Monitoring and Evaluation or related field.
Experience:
- At least 3 years’ experience in strategic information for international donor funded projects, preferably including experience with USG-funded projects
- Experience in client-level data management will be an added advantage
- Experience in PEPFAR M&E/SI reporting systems
- Database querying and management
- Computer proficiency, including use of MS Excel, Word, PowerPoint, Access and a statistics package
- Data Quality Assurance (DQA) Experience
- Experience working in a community HIV prevention, ART Linkage programs
- Good presentation skills
- Knowledge and experience with NHIMS, HIV, AIDS, STI, M&E data management in Zambia, including data entry and cleaning, data analysis and reporting.
