Job Summary

Copper Rose Zambia is seeking a dynamic and experienced Program Officer to join our team in Lusaka. The Program Officer will be responsible for the planning, implementation, monitoring, and evaluation of programs aimed at promoting reproductive health, economic empowerment, and leadership among young people. This role requires a proactive individual with strong project management skills and a passion for youth development.

About The Projects

1. You(th) Care:

You(th) Care Project is a 4-year (2022-2025) project funded by Aidsfonds and implemented by Copper Rose Zambia. The goal of the project is to ensure that vulnerable adolescents and young people (10-24 years) especially girls (e.g. living with HIV, out of school, and in remote and low-income urban settings in Kenya, Tanzania, and Zambia benefit from a more supportive policy and community environment and a strengthened health system, enabling them to practice self-care to promote and maintain their SRHR, access family planning, and prevent HIV and AIDS.

Copper Rose Zambia is implementing the You(th) Care project in Lusaka and Copperbelt province, and currently targeting 10 health facilities.

The project has two specific objectives;

1. Adolescents and young people, specifically girls and those who are vulnerable have increased access to quality SRHR and HIV community and public services, including access to Self-care services and commodities.

2. Duty bearers and decision-makers improve resources and implement laws and policies that respect, promote, and realize adolescents’ SRHR and HIV Self-care needs.

2. Sexual and Reproductive Health Awareness Project (SAP):

Copper Rose Zambia with support from Safe Abortion Action Fund (SAAF) is implementing the Safe Reproductive Health Awareness Project (SAP) in Lusaka and Copperbelt Province. We plan to work with five health facilities in Lusaka and five facilities in Copperbelt. The goal of the project is to increase access to SRH services and information among adolescents and young girls in Lusaka and Copperbelt Provinces. This project has the following outcomes: Development of a feedback mechanism platform for SRH services among young people. This will help increase awareness and support for SRHR including safe abortion by health service providers, policymakers, and traditional leaders in Lusaka and Copperbelt. — Support development of capacity for Values Clarification and Attitude Transformation for health care providers. Strengthen capacity of youth-led organizations (YLOs) and collaborating partners.

3. Coalition to Accelerate and Support Prevention Research

Copper Rose Zambia (CRZ) is an implementing partner on the Coalition to Accelerate and Support Prevention Research (CASPR) project comprising 12 partners across Africa. The project focuses on developing and sustaining an Africa-centered network dedicated to accelerating biomedical HIV prevention research and advancing equitable access to proven HIV prevention products. In September 2023, CASPR’s collaborating partner, The African Women’s HIV Prevention Community Accountability Board (AWCAB) launched the HIV Prevention Choice Manifesto. The Choice Manifesto is an advocacy tool that aims to help advocates lobby for resources and political will toward making HIV prevention options available for women and girls in Africa.

Main Duties

1. Delivery of quality program

  • With guidance from the AHPM, participate in the design, planning, implementation, monitoring and evaluation phases of the project.
  • Coordinate project events i.e., meetings, workshops, and trainings.
  • Participate in project research to inform lessons and actions during project cycles.
  • Support and coordinate all on-the-ground CRZ activities and work alongside stakeholders from the Ministry of Health and other partners to support direct delivery of the projects.
  • Be responsible for monitoring and supervision of activities implemented in the project’s sites to ensure effective implementation.
  • Facilitating and supporting project partners, consultants, and project team to develop training manuals and other IEC materials. Support the Communications in the production of communications tools: video clips, leaflets, press releases/ press kits, database
  • Work with other CRZ units (Finance, Monitoring and Learning, Programs) on activities that may need support.
  • Responsible for managing project database and other M&E tools
  • Work alongside the M&E officer to implement the project M & E plan in a professional manner
  • Reporting on project activities and expenditures as requested by the AHPM and according to project timeframes.
  • Preparing monthly, quarterly, and annual reports as well as ad-hoc presentations and reports.
  • Undertake other program administration tasks as and when necessary.

2. Collaboration with partners

  • Work hand in hand with community, district, and national level partners and stakeholders in delivering work
  • Establish relationships and attend technical meetings with other NGOs and networks when appropriate.
  • Identify opportunities to collaborate with other organizations and leverage resources.

3. Management of project funds

  • Assisting the AHPM in developing quarterly/annual financial plans.
  • Monitor/track activity funds against planned and approved activity budget lines.
  • Ensure Accountability for the financial management of the Project.
  • Prepare funds requisitions, with an understanding of the current budget position.
  • Ensure that all requisitions and retirements are appropriately authorized, and all expenditures are backed up with the required support documentation

4. Other

  • May occasionally be required to work on weekends and/or public holidays for which time off in lieu will be granted
  • With guidance from the AHPM, support the supervision and/or management of project staff, vendors and/or partners.

Qualifications And Experience

  • University degree in Social Sciences, Development Studies, or relevant area.
  • Good analytical and report-writing skills.
  • Demonstrated ability to set and achieve objectives.
  • Strong communication (verbal and writing skills), interpersonal and representational skills.
  • Flexible and adaptable to dynamic changes and fast-paced work environment
  • Ability to work with minimum supervision.
  • Knowledge of Microsoft Word, Microsoft Excel, and PowerPoint.
