GENERAL JOB INFORMATION

Job Title Head Human Resource
Reports to Managing Director/Cluster Head, Human Resources
Location Head Office, Zambia
Direct Reports HR Specialist, HRO

JOB PURPOSE
• To effectively lead the Human Resources function, practices and objectives of the organization that will provide an employee-oriented, high performance culture the emphasizes empowerment, quality, productivity and standards, goal attainment and the recruitment and ongoing development of a superior workforce.
KEY RESPONSIBILITIES

Key Principal Accountabilities
1. Effective management of the human resources function with a view to ensuring alignment of HR strategy to the business strategy.
2. Propose all initiatives and implement all actions deemed necessary to provide the bank with the adequate human resources.
3. Promote an environment that enables both the business and the employees to perform at their full potential. Act as a business partner to line managers.
4. Provide a guidance and counselling to employees to help them perform and grow in their jobs.
5. Implement a clear policy framework, in compliance with all related labour laws.
6. Ensure that the bank achieves a competitive capability through the provision of the following services within the framework.
• Staffing/Recruitment
• Succession Planning
• Training and development
• Compensation and benefits
• Human resources procedures and policies
• Employee relations management
• Performance management
• HR Operations and reporting
• Payroll transactions

Resourcing and Talent Management
1. To make available for the bank’s operations the right people in the right place at the right time
2. Identify expertise required to implement business strategies, in terms of roles/head count/skills
3. Facilitate recruitment and selection process to bring new talent into the bank
4. Create a pool of successors for key positions and jobs
5. Identify and encourage people to move within the affiliate and across the Ecobank Group
6. Ensure that successors are identified for each key position in the affiliate
7. Talent Analytics and reporting

Performance Management

1. Coordinate the performance management process in line with EPM
2. Monitor performance review processes
3. Ensure IDPs and PIPs are developed for categories of staff based on need
4. Conduct salary surveys and make appropriate recommendations
5. Facilitate for Employee Engagement Surveys and ensure corrective actions are taken to improve engagement and productivity
6. Track key productivity figures and analyse trends for effective decisions in need

Training and Development

1. Initiate and contribute to the formulation of a Training and Development strategy in the bank
2. Identifying training and development needs based on the Group’s Core and Technical Competencies, Audit Reports, New Products, New Technology etc
3. Offering cost effective solutions to identified training and development needs e.g. Classroom Based Training (CBT)/Web Based Training (WBT), On the Job Training (OJT), Projects, attachments etc.
4. Provide equal training and development opportunities to all staff based on individual needs
5. Put in place Individual Development Plans (IDPs) for all staff and transform the identified individual gaps into relevant training and development solutions
6. Directing majority of our development activities towards our best and potential people and the bank’s career plan
7. Work with training coordinator to set up appropriate training structures for the delivery of training in the bank and a working administrative system in the area of training
8. Evaluate impact of training programs and making appropriate recommendations
9. Identify highflyers and successors to various positions and put in place development plans
10. Design and coordinate succession plans
11. Facilitate inter-functional transfers
12. Coordinate and monitor career development plans
13. Encourage individual self-development initiatives through the provision of a conducive environment and support to help employees achieve the bank’s objectives

Employee Relations and Benefits

1. Consult with representatives of employees and/or unions where applicabe;
2. Coordinate negotiations between staff representatives and management where applicable
3. Ensure effective internal communications
4. Maintain and assist with procedures related to discipline and sanctions
5. Monitor compliance with standards, legal procedures and regulations
6. Develop welfare programs
7. Design remuneration policies to reward, motivate and retain key and promising staff
8. Conduct compensation surveys to assist in deciding the levels of salary increases and provision of benefits
9. Implement remuneration strategies
10. Establish levels of competitive salaries
11. Determine salaries of new employees
12. Coordinate bonus calculation and payment
13. Update existing benefits in line with market trends
14. Provide external data on best practices regarding staff remuneration
15. Introduce a competitive system of benefits

HR Operations and Information Systems

1. Gather, analyse and maintain data and information on staff
2. Maintain and improve precise and timely salary payment procedure
3. Coordinate loans and manage pension fund issues
4. Gather and forecast staff costs
5. Monitor available headcount or skills
6. Check security backgrounds of employees, medical check ups
7. Monitor and implement HR budget
8. Ensure implementation and compliance with operational instructions from HR and Audit missions
9. Implement effective staff administration system; handling personnel files, handling staff statistics
10. Manage and ensure follow-up employee leave schedules
11. Coordinate salary advances and loans processes

Other key responsibility will include: – Perform all other duties as reasonably assigned.

JOB PROFILE

Experience & Qualifications
a) At least 10 years work experience in Human resource function of a large and dynamic organization, part of which should be at a senior level.
b) High levels of integrity, initiative, energy and drive, strong planning and organizing skills.
c) Attention to detail, ability to work under pressure and meet strict deadlines.
d) Bachelor’s/Master’s degree in Human Resource Management/Public Administration / Business Administration or related field of study.
