Development Aid from People to People (DAPP) is seeking a qualified Monitoring and Evaluation (M&E) Lead in connection with the Request for Applications for USAID Zambia Agriculture Diversification Support (ZADS) project.

Employment of the selected candidate will be on condition of successfully winning the bid, and approval of the candidate by USAID.

The M&E Lead is a critical position and requires an exceptional individual who can provide expert overall leadership and management of the M&E team. The project will work in 5 districts, in three provinces of Zambia.

The M&E Lead will work from the Project Management Unit Office, to be advised and will report to the Chief of Party.

The project will work in 5 districts, in three provinces of Zambia with the following 3 objectives:

Three key outcomes in ZADS:

1. Increased agricultural yields and diversified food production among small agribusinesses.

2. Enhanced market systems through robust private sector engagement and strengthened value chains of selected agricultural commodities from producers.

3. Enhanced dietary diversity and improved food security.

Job summary/ responsibilities:

1. Develop M&E Framework and systems e.g. M&E work plans, data collection and analyzing tools, manuals, performance monitoring plans as well as data management policies and procedures.

2. Lead and build capacity in the M&E team.

3. Overall responsible for internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.

4. Support data analysis and generation of data reports which meet the reporting requirements of DAPP, USAID Zambia ZADS project and Ministry of Agriculture as required (could be daily, weekly, monthly, quarterly, semi-annual and annual reports).

5. Build the capacity in M&E for all staff involved (including consortium partners and sub grantees) in data collection and data use (Managers, Districts Coordinators, Data Clerks and Field Staff).

6. Supervise the implementation of quality assurance and control measures for data collection at all levels of the project. Conduct data audits to ensure true reports, track performance and improve documentation.

7. Mentor, provide supportive supervision and technical assistance in M&E at all levels of the project.

8. Produce ongoing analysis of program progress for all areas (thematic and geographic) to determine if programs are meeting targets and goals.

9. Provide quality and timely submission of all required project reports.

10. Prepare project update presentations to the funding partner USAID, DAPP and consortium partner leadership and to other cooperating partners, including visuals and statistics.

11. Work with staff and partners to make data collection modifications based on analysis.

12. Develop and lead baseline assessments, evaluations and research including conclusion and report.

13. Develop and maintain strong working relationships with USAID M&E focal person, the Zambian government counterparts, provincial/district and other ministries.

14. Continue to develop the M&E framework in cooperation with all relevant staff, partners and stakeholders.

Qualifications and Skills

1. Degree in social sciences, demography and statistics, evaluation, development studies or related fields.

2. At least 5 years’ relevant work experience in Monitoring and Evaluation of Diversified Agriculture projects.

3. Vast experience with development of M&E framework and direct supervision of staff in implementation of monitoring and evaluation.

4. Sensitivity to cultural differences and understanding of political and ethical issues.

5. Competence in the use of essential IT data and analysis packages.

6. Experience with USAID projects monitoring, evaluation and reporting experience preferred.

7. Strong analytical and problem-solving skills.

8. Excellent written and oral communication skills at all levels.

9. Ready to revise M&E protocols and systems in order to adopt changed USAID demands.

10. Knowledge of and experience implementing USG rules and regulations related to USAID grant management, sub-contracting and reporting requirements.
