The National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to support and strengthen democratic institutions worldwide through citizen participation, openness and accountability in government. NDI works in Zambia to support democratic institutions to better engage with stakeholders and citizens on national policy, legislation development and citizen concerns and priorities.
NDI is seeking to hire a monitoring, evaluation, and learning (MEL) Officer in Zambia. The MEL officer will use data management skills and analysis to document the achievement of target results and objectives and conduct syntheses of accomplishments, helping NDI establish contributions made by its programs. The Officer will be supervised by the Resident Country Director and supported by the Zambia Senior Program Officer, and NDI’s Washington, D.C.-based program staff and regional design, monitoring, evaluation, and learning (DMEL) lead.
Primary Responsibilities

Management of M&E System: Participate in the maintenance of a uniform and consistent data collection and reporting methodology and schedule, and ensure consistent and timely application of all Monitoring and Evaluation (M&E) systems and standards across multiple programs and donors. Develop user-friendly protocols for data collection, management, presentation, reflection/analysis, and reporting. Coordinate and manage the M&E data tracker, Performance Indicator Tracking Table, updates to the institutional database, and conduct routine data quality checks, as needed. This may include facilitating Reflection, Analysis and Decision-making sessions and Collaboration, Learning and Adaptation sessions. Provide support to field teams in preparation of Data Quality Assessments (DQAs) or other information requests from donors. Collaborate with finance staff to develop budgets for M&E activities as needed. Regularly participate in NDI and donor M&E trainings, meetings, and other events.
Strengthen Staff and Partner Capacity for M&E – In close coordination with the Senior Program Officer and senior NDI staff, develop and facilitate trainings for NDI staff and local partners and sub-grantees to use the M&E system for ongoing reflection, learning and reporting. The trainings will include protocols, forms and guidelines on data collection, analysis and reporting on both qualitative and quantitative data. On-demand mentoring and coaching for field staff and partners on M&E will also be required in addition to formal training.
Report on Program Performance – Support program teams to ensure that all data are collected, analyzed and reported on in a timely and useful manner to the senior resident country director, DC staff and relevant donors. This will include overseeing the compiling and managing all data from bi-weekly reports, providing a preliminary analysis of the quantitative and qualitative data, and drafting reports as needed. Based on performance data, assist program staff in identifying and highlighting achievements of stated objectives and outcomes to prepare donor reports in accordance with internal and external reporting requirements.
Program Development and Co-Creation: Support development of responsive M&E systems as part of NDI’s program development and co-creation processes with local partners, as needed. Provide substantive feedback and support to partners throughout co-creation processes.
Research and Evaluation – Support design, planning, implementation and management of baseline assessments, mid-term and final evaluations. Provide technical insight into the design of research, as needed.
Organizational Learning – Support individual program teams to analyze and use data for evidence-based decision-making and program improvement. This includes facilitation of reflection and analysis sessions, and regular review and analysis of M&E data. Strengthen program decision-making by directing staff to specific evaluation findings or data collected through monitoring. Participate in regional MEL Community of Practice to support and encourage information sharing and best practices across the region.

Qualifications:

At least five years of experience in international development leading and/or supporting Monitoring, Evaluation and Learning processes. Experience working with USAID and other major international donors and democracy and human rights-focused programming.
A bachelor’s degree in the field of evaluation, international development or a related technical field.
Technical proficiency in at least one of the following fields: democracy and governance, electoral process, human rights, or media.
Strong communication and presentation skills, including an ability to synthesize and explain complex information to stakeholders.
Experience designing and implementing various types of mixed-methods evaluations (impact, performance, etc.), analyses, assessments, and qualitative research.
Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques
Extensive experience drafting and finalizing evaluation reports
Experience managing complex relationships with a variety of stakeholders
At least three years of experience facilitating workshops and designing and leading training (individual level and to larger groups).
Strong familiarity with USAID’s Evaluation Policy and data quality practices
Familiarity with innovative approaches/methodologies, including virtual data collection techniques and best practices, an asset
Demonstrated capacity to develop and lead trainings for program staff on M&E
Superior skills in written and verbal English required
Proficiency in Microsoft and Google applications.
