Ciheb-Zambia is a non-profit local Zambian organisation supporting Ministry of Health to scale up comprehensive HIV prevention and testing services and find the best solutions to life threatening situations among communities in Zambia, including addressing global health security issues.
Position Summary:
The District Strategic Information Officer will report to the Provincial Strategic Information Officer. He/she will ensure that the District-level SI Team comprising of the Ciheb Zambia Team, KP CSOs and other partners are implementing a robust M&E system that enables for the reporting of high-quality data and serves as the major liaison between Ciheb Zambia and the DHOs and DHIOs on issues of data reconciliation and data quality.
Key Duties and Responsibilities:
- Support KP CSO and Adolescent and Young People (AYP) partners to strengthen the use of national M&E tools, SmartCare and the program DHIS2 Tracker for client-level data management.
- Provide on-site M&E related mentorship to KP CSO, AYP partners and the DREAMS’ team staff in data management processes and reporting.
- Conduct weekly data verification and validation to ensure correctness and validity of data reported.
- Ensure that documentation is complete in all forms and registers (HTS, Prep & ART forms, ART & VL, registers etc).
- Ensure that 100% of all data entry fields on DHIS2 Tracker and SmartCare (EHR) systems are up to date on weekly basis in preparation for any program monitoring, reporting and evaluation data needs.
- Perform accurate and timely data entry activities in DATIM.
- Collaborate with DHIOs and other GRZ representative to plan and conduct data quality assessments (DQA) on a monthly and quarterly basis (and a need arises).
- Collaborate closely with District Health Office, KP CSO, AYP and DREAMS’ partners to plan and conduct monthly data review meetings.
- Support routine (Weekly/Monthly) triangulation of data from various data sources and service points to assure data integrity.
- Support KP CSO, AYP and DREAMS partners to update clients in the national EHR (SmartCare) and complete treatment and prevention cascades are completed.
- Provide onsite technical support for DHIS2 and Smartcare to KP CSO, AYP and DREAMS staff.
- Take leadership in ensuring that all the sites and partners within the districts are tracking CQI key performance indicators and are using the reports to improve both quality of services and programmatic benchmarks.
- Perform any other duties as assigned by the supervisor.
Minimum Qualifications:
Education
- Bachelor`s Degree in Demography, Development Studies, Computer science, Information Systems Management, Mathematics or Statistics, Public Health, Monitoring and Evaluation, Social Sciences or related field.
Experience:
- At least 3 years’ experience in strategic information for international donor funded projects, preferably including experience with USG-funded projects.
- Three (3) years working experience in the health sector.
- Experience in collecting, tracking, and reporting on PEFPER MER indicators and experience entering data into PEPFAR’s DATIM system.
- Experience in working with DHIS2 Tracker Programs will be an added advantage.
- Previous experience working as a Data Associate is an added advantage.
- Experience in PEPFAR M&E/SI reporting systems.
- Strong experience in data processing, extracting analysis including overall data management including performing Data Quality Assurance (DQAs).
- Computer proficiency, including use of MS Excel, Word, PowerPoint, Access and a statistics package.
- Experience working in a community HIV prevention, ART Linkage programs.
- Experience working in DREAMS programming.
- Applied Knowledge and experience with NHIMS, HIV, AIDS, STI, M&E data management in Zambia, including data entry and cleaning, data analysis and reporting.
Other:
- Data Cleaning and Preparation – Expertise in identifying and handling data quality issues, such as missing values, inconsistencies, and outliers.
- Good data analysis and presentation skills.
- Registered or willing to register as a member of ZaMEA or other M&E professional body.
Language:
- Fluency in English (speaking, reading, and writing).
