Position Overview

Reporting to the CEO, the Head of Technical Health Programs, will provide strategic and technical program direction, managerial and program leadership, and oversight on all aspects of strategy development, programme development and management in the health programs. S/he is responsible for technical health programme leadership, programme design, management, quality assurance and partner support. S/he will provide an oversight of the quality of the health programs that reflect adherence to Copper Rose Zambia principles and donor guidelines, while fostering innovation to improve effectiveness and impact ensuring the delivery and overall success of technical health programs. The role enhances CRZ’s existing portfolio of health Programs and partnerships, technical health service delivery and innovation with the aim of influencing for wider and transformational change in support of CRZ’s vision and strategy.

The Head of Technical Health Programs is a member of the Senior Management Team. S/he will have a strong professional relationship with the Head of Programs – Youth Development and Gender to ensure that donor standards on programme quality, planning, monitoring, evaluation, and assurance are applied in all country programs.

Major And Responsibilities

1. Health and Wellbeing Program Planning, Management, and Implementation- 50%

  • Work closely with Project leads to manage the technical health programs to ensure their objectives are being met and impact achieved.
  • Represent CRZ in meetings with NGOs, Government Ministries, donor representatives and diplomatic missions, and other external partners.
  • Proactively oversee all technical health projects in the country through all components of the project management cycle working closely with Program Leads to identify areas for quality improvement and initiate communication between technical, operations and finance leads.
  • Provide technical support and oversight to all senior program staff on Health and wellbeing related projects.
  • Working closely with the Chief Executive Officer (CEO), Deputy Chief Executive Officer (DCEO), Head of Finance and Operations (HOFO) and the Head of Programs – Youth Development & Gender to ensure donor compliance in implementation of projects.
  • Provide guidance and support for training for Health program staff, Partners and beneficiaries.
  • Liaise with relevant stakeholders on technical Health Programs Implementation at Copper Rose Zambia.
  • In collaboration with the Senior M&E Manager and Program Leads, oversee the collection and timely reporting of all programs data according to internal and donor requirements, ensuring strict compliance with donor contract requirements/reporting deadlines.

2. Program Reviews, Monitoring, Evaluation, Program Learning and Reporting- 20%

  • S/he will establish close monitoring of programs activities in the field to ensure alignment and contribution to country strategy, monitor flow of information, and systemic documentation of quantitative and qualitative achievements in the field.
  • S/he will also set the seal on quality and timely submission of quarterly and annual or required Program and project performance reports as per desired standards and guidelines.
  • The HoP will promote evidence-based learning and the agenda of advancing alternatives, track trends in contemporary development programming and program management practices, document, and provide advice/recommendations on key developments

3. Fundraising & Donor Relationship Management- 15%

  • Support the CEO in developing and managing relationships with in-country donors.
  • Lead on development of Health programme ideas into quality grant proposals through a community based, participatory approach.
  • Collaborate with the CRZ Business Development Units to respond to potential funding opportunities on technical health projects.
  • In collaboration with the CEO, HOSP and senior program staff, lead the development of concept notes, project proposals, budgets, and donor reports to expand the program portfolio of the organisation.
  • Support the Programme Managers in strengthening our relationship with the strategic networks, alliances and other stakeholders.

4. Financial Management- 10%

  • Develop, monitor, review, and update the programs department activity, work plan to ensure that it attains its objectives as cost-effectively and efficiently as possible.
  • Review and approve program concepts, partner financial requests, and support the finance team to prepare and track project budgets as per organizational policies and procedures.
  • Oversee project finances, including developing and monitoring project budgets, tracking expenditures, and ensuring compliance with project financial policies and procedures.

5. Human Resource Management- 5%

  • Provide guidance in the selection, recruitment, and training of Health program staff;Technically supervise, orient, monitor, and evaluate program staff in close collaboration with Project Leads.
  • Maintain open lines of communication with all field staff and service departments.
  • Ensure close supervision and guidance of Project leads and/or officers;
    Work with Project leads to address programmatic challenges;
  • Review of job descriptions for Health programs related Staff.

Qualifications Required For Effective Performance

  • MBChB or its equivalent or health related degree, with a graduate degree or higher in epidemiology, Public Health, Global Health, Health Administration, or a related field. Advanced certifications or qualifications in a relevant technical area (e.g., Epidemiology, Health Systems Strengthening).
  • Minimum 8 years of relevant programming experience with progressively increasing responsibility working in public health and large government grants including maternal and child health and/or education, sexual and reproductive health, and rights (SRHR), Community mobilization, and working with young people.
  • Detailed knowledge of the functioning of all aspects of technical health Program management, including design, planning, implementation, and monitoring/evaluation.
  • Demonstrated excellence in project learning and documentation, i.e. writing technical briefs, publications, and other materials.
  • Strong external collaboration and negotiation experience fostering partnerships between governments and other stakeholders, including at sub-national level, and building national and sub-national capacity.
  • Significant track record of successful leadership and management of teams based in multiple locations.
  • Previous experience leading a team of highly skilled, multidisciplinary staff and empowering team members to deliver high quality work.
  • Strong background in management of donor-funded projects (USAID, CDC, SIDA, Global Fund, etc.)

  • Ability to interpret policy and procedures accurately;
  • Ability to work independently on multiple tasks and meet deadlines; proven ability to work collaboratively in a team environment and to proactively build consensus; and the ability to mentor and train others.
  • The ability to work and collaborate with others and to guide staff in the design and implementation of activities as required
  • Willingness to travel frequently to the project sites within Zambia to undertake community work.
