Position Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional technical Assistance Project (LEAP Global), a mechanism used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. This initiative aims to address the complex human resource challenges faced by national infectious disease programs in USAID-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP will provide long-term, sustainable mentoring and capacity building for program staff, empower host governments to lead and manage key aspects of their infectious disease portfolios, and improve coordination between USAID and the host government.

Responsibilities

Duties and Responsibilities – The Global Health Security One Health Coordinator (Environment) will:

● Collaborate with cross-functional teams both within Zambia National Public Health Institute (ZNPHI) and across other relevant government sectors and partner organizations to promote One Health approaches to health security management. The sectors include environment, animal (livestock and wildlife), and public health.

● Organize and participate in regular meetings with One Health partners as necessary.

● Develop and review One Health strategies and Frameworks.

● Perform epidemiological analysis, risk assessment and forecasting of health threats requiring One Health interventions.

● Adapt existing information systems to improve collection and sharing of One Health information, such as laboratory and surveillance data, within and across sectors.

● Contribute to development of processes and procedures to formally establish a functional integrated OH surveillance system for zoonotic diseases.

● Develop and/or strengthen ZNPHI’s One Health monitoring and evaluation systems.

● Contribute to implementation of One Health-related projects, including case finding, surveillance, and outbreak preparedness and response, in coordination with other stakeholders within and outside ZNPHI.

● Analyze complex data sets to inform policy and programmatic decisions.

● Communicate findings and recommendations to stakeholders and policymakers.

● Undertake environmental assessments and mapping of environmental risk drivers to health, as well as potential environmental solutions in support of One Health.

● Collaborate with environmental governance agencies to support the setting up of cross- cutting, coherent enabling policies that drive integration of environment solutions for health.

Qualifications

Master’s Degree in Epidemiology or Public Health with a focus of Implementation Science (preferred). Bachelor’s Degree in Environment and Natural Resource Management or related field required.

● Prior Work Experience: Minimum of (3) three years of professional experience in global health security, One Health, or the intersection of public health and environmental health or climate change including experience working with Government ministries/agencies in charge of implementing the One Health approach to public health security management in Zambia.

● Language Proficiency: Level IV (advanced professional proficiency) English, both oral and written, is required.

● Strong technical understanding required of the nature of infectious diseases, including emerging infectious diseases threats and their link to the environment and climate.

● Knowledge of current trends in climate change and its effects on public health required.

● Strong knowledge of the measures put in place to prevent, detect and rapidly respond to infectious disease threats required. Excellent technical knowledge of internationally accepted guidelines, such as WHO International Health Regulations and One Health will be considered an asset.

● The jobholder must have excellent interpersonal and teamwork skills in a diverse, multi-cultural environment involving multiple government agencies, implementing partners and other stakeholders whose productive collaboration is essential for program success.

● This position requires the demonstrated ability to work independently and in a team environment and to effectively communicate highly technical information related to human health, animal health, and the environment to a variety of technical and non-technical audiences.

● The job holder must demonstrate the ability to understand the strategic purpose and goals of stakeholders involved in epidemic prevention and control;

● Ability to identify and solve problems, and coordinate and support activities that lead to mutual success across the different sectors.

● S/he must also have a high degree of judgment, maturity, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.

● S/he must possess

● Strong communication skills both verbal and written and must have good computer skills in use of Microsoft Office software (i.e. Excel, Word, Power Point) for data analysis and reporting.

● Proficiency in data analysis and utilization of relevant software toolsv(Stata, R, ArcGIS, PowerBI, RedCap) preferred.
