Introduction
The Forum for African Women Educationalists of Zambia (FAWEZA) is a Non-Governmental Organization dedicated to advocating for the transformation of Zambia’s education system and the Socio – Cultural environment to be more responsive to the educational needs of girls and women. In line with its mission, FAWEZA seeks to engage a consultant to conduct an endline evaluation for one of its projects which has been running from 2020 through to December 2024.
Background Information
FAWEZA is seeking to engage a qualified external consultant to conduct a project end-line evaluation for the Justice for Girls and Women (JUGWO) Project. This evaluation is critical to assessing the project’s impact, measuring key performance indicators, and documenting some of the outcomes of the organisation’s strategic interventions. The JUGWO Project represents a strategic initiative by FAWEZA with funding support from the Norwegian Church Aid (NCA) to address critical Socio – Economic challenges facing women and girls in Luapula Province, specifically in Chifunabuli and Milenge Districts. Launched in 2020, the project emerges from a comprehensive needs assessment that highlighted significant barriers to women’s empowerment
Project Context
The JUGWO Project aims to combat Gender-Based Violence (GBV), enhance girls’ education, and alter social norms that sustain harmful practices against women and girls. Amidst Zambia’s high prevalence of GBV and child marriages, the JUGWO project seeks to address underlying cultural beliefs and empower stakeholders through education and legal awareness. Despite evidenced reductions in recent GBV cases, challenges in reportage and comprehensive responses remain critical.
Scope of the Endline Evaluation
The Evaluation will focus on measuring input, output and outcome indicators that the project had aimed to achieve in the target areas of Milenge and Chifunabuli and population and sustainability of project interventions. It aims to show and document any significant changes on both qualitative and quantitative indicators from JUGWO project. Further, the Evaluation aims to look at whether strategies used in the implementation of the project were relevant towards achieving project outcomes.
Qualifications and experience for lead consultant
- An advanced university degree in a relevant field preferably in education, community development, social anthropology or other related social sciences;
- A minimum of five years of relevant professional experience in the areas of education, literacy, community work, life skills and Gender Based Violence;
- Demonstrated expertise in education methodologies, community programming in a developing context;
- Experience in project cycle management, monitoring, evaluation and technical support services;
- Experience working closely with the Ministry of Education, Ministry of Community Development & Social Services and Department of Gender;
- Experience in SPSS and any other qualitative analysis software;
- Excellent oral and written communication skills and
- Experience in conducting research / evaluation with vulnerable populations.
Tender Requirements
Interested firms must submit a technical and financial proposal including a company profile outlining experience and capability to undertake required services. The following documentation must be attached for firms:
- Copy of Company Registration Certificate;
- Copy of Tax Registration Certificate;
- Copy of Tax Clearance Certificate;
- NAPSA Registration;
- PACRA print out and;
- at least Two (2) referees where similar works were undertaken recently.

Assignment delivery should be within 40 days upon signing of contract.
