Green Growth Senior Associate Global Green Growth Institute

GGGI Zambia is hosted at the Ministry of Green Economy and Environment (MGEE) which is mandated to promote the effective and sustainable use of the environment while facilitating support in implementing adaptation and mitigation activities that address the urgent effects of climate change in the country. GGGI is the implementing partner for the four-year, EU-funded “Enhancing Zambia’s Nationally Determined Contributions (NDC) Implementation (EZ-NDC)” project which aims to advance Zambia’s climate-resilient transition towards green growth and a decarbonized, environmentally friendly and inclusive economy.

The project objectives are to support improved implementation, quality and effectiveness of Zambia’s climate change agenda and improving the accountability and efficiency of Zambia’s integrated Monitoring, Reporting and Verification system (iMRV) at national and sub-national levels. The project aims to achieve this by strengthening the capacity of the lead Ministry to coordinate and mainstream climate change and NDC related policies, build opportunities to improve strategic communication and awareness on NDC implementation including broader participation in climate action by civil society, academia, women and youth. The project will also support the operationalization of an Enhanced Transparency Framework (ETF)-compliant national iMRV system and enhance the capacities to collect, process and report on climate change and NDC-related national and sub-national data.

POSITION SUMMARY
The Green Growth Senior Associate will support the implementation of the project “Enhancing Zambia’s Nationally Determined Contributions (NDC) Implementation (EZ-NDC)” which aims to directly enhance Zambia transition to a climate-resilient, socially inclusive and green economy. The Senior Associate supported by the GGGI Country Lead and Project Manager will lead sub-national policy and capacity building on green growth and climate change as well as the development and application of guidelines to integrate green growth and climate change into local planning documents. The Senior Associate will also support green growth policy development at national level, providing backstopping on green growth and climate change issues. The Senior Associate will support the delivery of recommendations for skillsets improvement for key roles, working together with the Senior Associate for Policy, Capacity Development and Knowledge and the Project Manager. This is a full-time position reporting to the Project Manager and is based in Lusaka, Zambia at the GGGI offices at the MGEE.

PURPOSE
Provide expert support for the development and implementation of key policies, strategic documents, and legal instruments.
Facilitate mainstreaming green growth and climate change in sub-national planning.
Lead sub-national policy and capacity building on green growth and climate change
Facilitate capacity building workshops and training programs for government officials and stakeholders on green growth and climate change.

ENGAGEMENT
Engage with the various stakeholders and other GGGI officers and report to the Project Manager on green growth and climate change priorities.
Build a strong collaborative working relationship with project team members to support mainstreaming of green growth and climate change mainstreaming and planning processes.
Support the capacity building initiatives for key stakeholders
Engage with key stakeholders on developing key policies and strategic documents and legal instruments that support NDC implementation.
Facilitate engagement with civil society, academia, government institutions and private sector as part of the capacity-building programme for mainstreaming green growth and climate change actions.

DELIVERY
The candidate is expected to deliver the following:

Work with the Project Manager and the Senior Associate for Policy, Capacity Development and Knowledge to carry out the rapid needs assessment to design and prepare capacity building activities on green growth and climate change tasks and coordination activities to support green growth policy development and skills enhancement for relevant stakeholders.
Support research and analysis, database development, and modelling activities on climate change and green economy activities by the Program.
Support the delivery of recommendations for skillsets improvement for key roles.
Support green growth policy development at national and sub-national level
Identify project delivery issues and ensure effective coordination and implementation of project activities and resources to ensure attainment of objectives against established timeframes.
Ensure the workplan is executed with high quality, within budget, and in accordance with the agreed timeline Organize programme and project activities including policy consultation and validation meetings and workshops, capacity-building programmes.
Ensure that knowledge exchange, capacity building and relevant mechanisms are successfully implemented ensuring mainstreaming and overall visibility
Support project and workshop concept development and production of briefing packages and communication materials for external liaisons
Design and deliver capacity building workshops, high-level multi-stakeholder dialogues.

REQUIREMENT
QUALIFICATIONS
Advanced degree in climate change, sustainable development national development planning, climate change and environmental policy development and related fields.
Preferred minimum of 5 years’ work experience in knowledge management; green growth /climate change / environmental policy development.
Technical knowledge of climate change and green economy approaches, preferably in a major sector relevant to Zambia, demonstrated through relevant academic qualification, analytical research, government advisory support, and/or capacity development.
Strong technical research and analysis and drafting skills, preferably for analytical assessment and capacity building
Highly organized and ability to grasp and collate knowledge and information from diverse sources to summarize policy-relevant information
Good command of professional English
Highly proficient in using MS Office application
Fluency in written and spoken English is mandatory.
Good reporting and project coordination skills.
Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
Good team player who can work as a multi-disciplinary and multi-cultural team member, motivate and lead group efforts and network effectively.
Familiarity in working with international stakeholders and government agencies in Zambia is a strong asset.

WORKING CONDITIONS
The Senior Associate position is an X7 grade level in GGGI’s national salary scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance. This is a national position and does not include relocation benefits.
