SHORT TERM EMPLOYMENT

POSITION: PROCUREMENT OFFICER

REPORTS TO: FINANCE AND ADMINISTRATION MANAGER

LOCATION: NATIONAL SECRETARIAT OFFICE, KABULONGA, LUSAKA

DURATION: 6 MONTHS

ORGANIZATIONAL BACKGROUND:
The Civil Society for Poverty Reduction is Zambia’s largest anti-poverty network, established in 2000 to primarily to enhance the participation of local citizens in the development of the poverty reduction strategy papers (PRSPs). Over the years, the network has expanded its scope and continues to build the voices of the poor in the fight against poverty. Its objective is to ensure that it effectively and meaningfully participates in the design, formulation, and implementation and monitoring of Zambia’s national development plans (NDPs). CSPR envisions a Zambia where its entire people enjoy all basic needs. The organization’s mission is to actively contribute to poverty reduction and pro-poor development in Zambia. The organization embraces values of integrity, mutual respect, reliability, respect for human rights and is non-partisan.

INFORMATION ABOUT THE POSITION:
The procurement officer role is designed to support CSPR’s procurement function and is essential in complimenting existing human resource capacity in the unit to ensure timely and fully compliant procurement processes are achieved for CSPR. The role is part of the operations and administrative unit and will interact with key programme staff to understand their respective procurement needs and support these. As such CSPR seeks to recruit a dynamic and suitably qualified individual to fill this position on a short-term basis of 3 -6 months.

PURPOSE OF THE ROLE:

This role is part of the administrative unit of CSPR and works to support the procurement function of the organization. The role works to facilitate key procurement in response to specific programme needs in line with donor compliance rules and deliverables. The role supports the enforcement of laid down procurement policy procedures and helps to identify risks and contribute to managing them effectively.
The role reports to the Finance and Administrative Manager

KEY ROLES AND RESPONSIBILITIES:

1. Review all purchase requisitions and confirm budget availability with end users prior to procurement commencement
2. Float requests for quotations and facilitate bid analysis through established internal procurement committee based on procurement policy guidelines
3. Following approval of selected bidder, facilitate preparation of local purchase orders
4. Managing communication with vendors
5. Ensure procurement documentation is complete and attached invoices and Good received notes are verified and submitted to finance for payment
6. Filling in and updating the procurement tracker every two weeks
7. Support to filing all completed procurement information
8. Proactively assist in ensuring routine payment for services such as insurance, security, internet are processed in a timely manner
9. Support with preparation of an annual procurement plan
10. Maintain effective communication with staff internally on progress of all procurements and address any existing challenges

REQUIRED SKILLS AND EXPERIENCE

• First degree in procurement or a related field
• Excellent written and verbal communication.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), and Dove payroll systems
• Membership to the Zambia Institute for purchasing and supply- ZIPS
