About the Human Rights Commission

The Human Rights Commission (“the Commission”) is a National Human Rights Institution established under Article 230 of the 1991 Constitution of Zambia. The Commission has the constitutional mandate to uphold and protect the Bill of Rights. The Commission is seeking applications from suitably qualified external candidates for the position of Registrar.

The Main Purpose of the Role

To manage the processing of appeals relating to access to information effectively and facilitate consideration by the Commission.

Main Duties and Responsibilities

The successful candidate will report to the Director-Compliance and Legal Services and will be responsible for:

Coordinating the Access to Information Registry to ensure receipt of appeals and related documents being filed with the Commission by information requesters against decisions of information holders following the Access to Information Rules;

Managing and undertaking Review of documents filed with the Commission to ensure compliance with the Access to Information Act, Regulations and the Rules;

Facilitating hearing and determination of appeals by the Commission per the Access to Information Act and the Rules;

Managing and undertaking timely preparation and submission of records of proceedings to facilitate appeals to the High Court;

Providing support in receiving and evaluating public entities reports on implementation of the Access to Information Act;

Providing support in designing and developing programmes to facilitate proactive disclosure of information and data held by information holders;

Providing Support to the Information Education and Advocacy Department in designing, developing and implementing programmes for public sensitization and awareness of access to information;

Managing the monitoring compliance with international treaty obligations relating to freedom of and the right of access to information;

Providing support in designing, developing and implementing programmes to ensure information holder’s records and information management systems are kept and maintained in a manner that facilitates access to information;

Managing the Preparation of various reports on the status of the Access to Information Act implementation; and

Managing effectively the development of work plans and implementation of the performance management system to monitor, evaluate and enhance performance

Minimum Qualifications and Experience

Must have a full Grade 12 School Certificate with 5 ‘O’ Level credits or better;

Must have a Bachelor of Laws (LLB) degree and a valid practising certificate;

Must have a minimum of Eight (8) years post-qualification experience, two (2) of which should be at the management level;

Skills/attributes required
Managerial, computer literacy, initiative, Negotiation, Confidentiality, Integrity, Advocacy, Interpersonal and analytical.
